Silver, Of Counsel <br />The City Council has inquired as to the manner in which it may <br />effectively oppose legislation which would expand a City or <br />property owner's ability to petition the municipal board for <br />annexation. various legislators have told me that, in most cases, <br />local legislation which is supported by local representatives will <br />be approved. Consequently, it seems essential that local <br />representatives be persuaded to oppose legislation which is <br />perceived as harmful to the interests of the City of Lake Elmo. <br />Sometimes people can be persuaded by logical arguments. In <br />this particular case, the following arguments could be made: <br />1. The City of Lake Elmo is interested in providing sewer <br />and water services to parts of Section 33 and adjoining <br />areas because it would stimulate economic development <br />which would improve the City's tax base and allow the <br />City more control over the manner in which the City will <br />develop along its borders. <br />2. Various state policies seem to encourage cooperation <br />between local units of government so that essential <br />services can be provided in a cost effective manner. <br />3. A joint sewer and water project in Sections 32 and 33 <br />would make economic sense for Lake Elmo, Oakdale and <br />their citizens. <br />All or a portion of the cost of a joint project can be <br />recovered through special assessments which, in our case, <br />can only be levied on property within the City of Lake <br />Elmo. <br />' ALSO ADMITTED IN FLORIDA ILLINOIS WASHING DON D.C.
