LAKE ELMO CITY COUNCIL MINUTES OCTOBER 19, 1993 <br />(C) County Road 10 Bike Path: Recommendation from Parks Commission <br />At its September 20, 1993 meeting, the Parks Commission recommended unanimously <br />to accept a proposal for black topping County Road 10 bike trail, contingent on <br />obtaining funds from the County, State, or Federal grants and to contact Oakdale to get <br />comments or a recommendation. <br />M/S/C Johnson/Johnston - to acknowledge the recommendation of the Parks <br />Commission and to direct the City Administrator to check with Washington County to <br />see if they will be applying for any grants for this project and check with Oakdale to see <br />if they are going to blacktop their portion of the trail at the same time as the road is <br />being constructed and how they are going to pay for it. (Motion carried 5-0). <br />(D) Derrick Lots (DeMontreville Highlands) Recommendation from Parks <br />Commission <br />At its September 20, 1993 meeting, the Parks Commission voted unanimously to <br />recommend not buying the Derrick lots at this time, as it would be a waste of money <br />which could be put to better use. <br />M/S/C Mottaz/Conlin - to accept the recommendation of the Parks Commission not to <br />purchase lots in the DeMontreville Highlands area for the purpose of making an <br />addition to the parks system. (Motion carried 5-0). <br />7. PLANNING/LAND USE & ZONING: <br />(A) PUBLIC HEARING: Variance from Ordinance High Water Mark and Bluff <br />Line: Applicants: William & Christine Friederich <br />Mayor John opened up the public hearing at 9:08 p.m. in the city council chambers. <br />The public hearing notice was published in the October 6, 1993 Stillwater Gazette and <br />adjoining property owners were notified. The Council received a report from Mike <br />Black, dated September 30, 1993. Molly Shodeen, DNR, advised the city she has too <br />heavy of a workload to provide written responses, but did not support the request. <br />Bill Friederichs explained the request was made so they could build on their property <br />and still have a view of the lake. There is no intent to change any of the topography <br />between the easterly side of the house, which is on the lake shore side, and the lake <br />itself. <br />There was no one to speak for or against the variance request. <br />Mayor John closed the public hearing at 9:12 p.m. <br />
