The
City staff has met with the MPCA to review the 201 and discuss our operating procedures.
We have reviewed a draft of the new permit and there are some areas of concern we would like
to discuss with the MPCA staff. We are concerned about the following items:
The MPCA would like a new monitoring well drilled at Oakland School. This new well
would cost about $4,000. We feel that additional monitoring well is not necessary.
2. An increase in the frequency of drainfield inspections. Currently, the drainfields are
inspected quarterly. The draft permit requires monthly inspections. This would increase
the time the City staff spends on inspections, and in turn, increase sewer bills to our 201
system users. There is really no need to inspect the drainfields monthly, since in 6 years
there has been no problem with the drainfields.
3. The frequency and number of ground water tests at Oakland School have been reduced.
However, if an additional monitoring well is installed, there will probably be no reduction
in cost to the school district.
We will be meeting with the MPCA to discuss the new permit. We will keep you informed on
the results of these meetings.
Sincerely,
Larry D. Bohrer, P.E.
LDB/mha
