Bicycle T rail, City of Lake Elmo; $10,752.00; <br />Project #L009-93-6 <br />Dear Ms. Kueffner: <br />Thank you for submitting an application for reimbursement funding through the <br />Minnesota Cooperative Trail Grant Program. Your proposal to provide pedestrian <br />access into Lake Elmo Regional Park along Tenth Street is the kind of proposal that <br />this program is meant to fund. However, your trail proposal stops short of connecting <br />up with Lake Elmo Park. There appears to be one and a half mile gap that would <br />require trail users to travel along the road shoulders. <br />As we have discussed, I would like you to consider the possibility of amending your <br />proposal to extend easterly along Tenth Street to the entrance into Lake Elmo <br />Regional Park. It appears from our discussion with Don Theisen, Washington County <br />Public Works, that they would lend their support for such a project. The major <br />obstacle to construction appears to be wetland mitigation necessary at Goose Lake <br />along the road. <br />I believe that the purposes of the Cooperative Trail Grant Program would be <br />better served by challenging your community and Washington County to extend <br />the project with our financial cooperation, than to fund a vastly inferior <br />proposal at a lesser amount. Based upon your earlier request of $10,752.00, the <br />Cooperative Trail Grant Program could contribute another $39,248.00 to the total cost <br />of the project (at a 50 percent reimbursement rate). <br />It is my understanding that you will officially notify me of your community's decision in <br />this regard by February 14, 1994. 1 would expect that your decision in part would be <br />based on a preliminary feasibility discussion on Goose Lake wetland mitigation <br />between Washington County and the Department of Natural Resources, Division of <br />Waters. <br />A final note, as you know, funds for this reimbursement program are the result of a <br />recommendation to the Legislature by the Minnesota Legislative Commission on <br />AN EQUAL OPPORTUNITY EMPLOYER <br />
