A good summary of the <br />historical background behind the development o£ this property is <br />contained in Lake Elmo Resolution No, 91-34 which was prepared when <br />the City was apposing detachment and annexation of Qutlot A to the <br />City of Oakdale. At that time,, the City argued that by allowing <br />the detachment and annexation, the Municipal Board would be <br />Permitting the developer to circumvent the City's regulations and <br />the conditions attached to the City's approval of the plat. <br />Resolution <br />`includes <br />the approvalof LakeEmo Heights conditions 2ndAddition. Oneeeof the conditions states that "outlot A will remain open space and <br />nothing more than one single family dwelling will be allowed on <br />;Il.ly it .,.roF+l '`N19''' <br />"aN •rrm <br />
