LAKE ELMO CITY COUNCIL MINUTES JUNE 21. 1994 <br />M/S/C Johnston/ Mottaz - to amend the city's purchasing policy to include an exception <br />to the sealed bid requirement for joint government purchasing to allow the city to <br />authorize those if the proper sealed bid procedure has been followed by the authority <br />who has accepted the bids initially. (Motion carried 5-0). <br />M/S/C Mottaz/Conlin - to contract with Bergman Companies for the city's 1994 crack <br />sealing in accordance with the low bid submitted to Washington County up to $10,000. <br />(Motion carried 5-0). <br />8. CITY ATTORNEY'S REPORT: <br />The Burgess matter is currently set for trial in front of Judge Maas on July 15, 1994, <br />10:00 a.m. Mr. Burgess has retained an attorney to represent him and that is why it <br />was continued. <br />Attorney Filla has not discovered anything new on the Woodbury/Lake Elmo boundary <br />line. <br />9. CITY COUNCIL REPORTS: <br />A. Mayor John reported the following: <br />A letter was received from Mr. James Jennings recognizing the efforts of Washington <br />County Deputies, Carey and Osterman, on keeping an eye on their home while they <br />were on vacation. <br />In May he flew over Lake Elmo and took pictures of discharge into Olson Lake <br />indicating the impact was not as drastic as it was in the first few hours of discharge. <br />A letter was sent to newspapers in relation to Oakdale's proposed golf course in <br />Section 32/33. Councilman Mottaz congratulated the Mayor on a very well written letter <br />and accepted the Mayor speaking on his behalf. <br />Issue of privacy in the city offices: The city offices are private and the appropriate spot <br />is to approach the city staff at the counter and not through the back door. <br />Year book of School District #622 which reviews their accomplishments was received. <br />A request was made for the proposed Surface Water Use Ordinance be printed in the <br />city newsletter. <br />B. Council Member Conlin <br />M/S/C Conlin/John - to direct the staff to approach the adjacent cities and discuss the <br />possibility of a multi -community Human Rights Commission. (Motion carried 5-0). <br />
