I have also reviewed the <br />Washington County Disposal Site Plan for Lila Armstrong property. <br />The disposal site plan is contained on Sheet 64/79 for Washington <br />County Project SAP 82-610--04. <br />The Armstrong Conditional use Permit includes a landscape plan <br />which illustrates plantings within a portion of the area proposed <br />as a disposal site by Washington County, in addition, Condition <br />No. 6 of the Permit reads as follows: <br />The landowner shall comply with the proposed and existing <br />landscape plan attached and submitted to the City Council <br />at its meeting of December 16, 1986. in particular, the <br />landowner agrees to make every reasonable effort to <br />provide natural vegetation equivalent to 5 feet in height <br />by June 1, 1992, and the equivalent of S feet in height <br />by June 1, 1995. The planting of such natural vegetation <br />shall consist of existing pine and spruce plantations and <br />proposed pine and spruce plantations submitted as part of <br />this proposal. It is understood that some of these trees <br />may be harvested for Christmas tree sales, but at least <br />six rows of trees shall remain and be allowed to grow to <br />maturity. The lilac hedges on the site shall be <br />maintained so as to provide screen for any outside <br />storage area. <br />Although I am.not familiar with all of the discussions which <br />took place at the time of the issuance of the Armstrong Conditional <br />Use Permit, it appears that use of the Washington County Designated <br />Disposal Site would make it difficult for the property owner to <br />
