■ The lake is too small for motorized craft. Therefore, residents support the City's <br />ordinance regarding no motorized craft on the lake. <br />Future urbanization along the shores and in the watershed of Echo Lake will likely lead <br />to further degradation of its water quality. As part of the Echo Lake Addition development <br />located adjacent to the east and south shores of Echo Lake, additional ponding areas were <br />created which will provide treatment of stormwater runoff prior to its discharge to Echo Lake, <br />4.2.3.6 VBWD Water Quality Management Goals <br />Echo Lake is identified as a Category III water body in Section 3,2 -- Water Quality <br />Management. Plan, based on the lake's existing water quality and its existing and desired <br />recreational uses. A Category II water body supports fishing, aesthetic viewing activities and <br />wildlife observation. Further description of water quality categories is included in Section 3.2. <br />The current and expected use of Echo Lake conflict with its current water quality. Future <br />development in the watershed is likely to exacerbate the conflict. Section 3.2 shows that Echo <br />Lake is to be managed to restore its water quality to remove the conflict. VBWD will complete <br />hydrologic and nutrient budgets for Echo Lake under existing and future watershed conditions, <br />depending on the availability of funds. VBWD will also continue to monitor the water quality <br />of Echo Lake, at least once every five years. Then, using the study and water quality <br />monitoring results, VBWD will review and possibly revise its management goals for Echo Lake. <br />4.2.4 Weber Pond Water Management Plan <br />4.2.4.1 Location and General Description <br />Weber Pond is a 7.5-acre pond (DNR #82-119W) located in Subwatershed WEB1, in the <br />City of Mahtomedi, adjacent to the south side of 60th Street North. The pond is split into two <br />marts -by the -old -stxeetcargraxie,- which -therefore-acts-as a -dam —,The -Weber -Pond laical -tributary <br />area is 139 acres, which is comprised of Subwatersheds WEB1 through WEB8. Since the Echo <br />Lake outflow (190-acre tributary area) enters Weber Pond, the total tributary area of Weber <br />Pond is 329 acres. Figure 2-3 shows the tributary area. <br />4.2.4.2 Drainage Patterns and Stormwater Issues <br />Outflows from Echo Lake cross 60th Street, discharging into the northwest corner of <br />Weber Pond. The outlet for the larger (6.5 acres), northwest part of the pond is a pipe through <br />the streetcar grade. The outlet for the southeast (downstream) part of Weber Pond is a ditch <br />which begins to overflow at Elevation 973,7. This outflow then crosses Lincolntown Avenue <br />into the City of Pine Springs, eventually discharging to Long Lake. The DNR's ordinary high <br />water elevation (OHW) for Weber Pond is 974.9. <br />The Weber Pond outlet through the streetcar grade collapsed in the fall of 1991, which <br />resulted in the flooding of 60th Street North. Emergency measures were taken on <br />November 20, 1991, The emergency measures consisted of removing the collapsed existing <br />outlet; which was comprised of 50-gallon drum segments tied together, and digging a narrow <br />channel with steep side slopes to replace the collapsed outlet. As approved by VBWD, the City <br />of Mahtomedi installed a 24-inch diameter pipe in June, 1992, as a temporary measure. The <br />24-inch diameter pipe is approximately the same size as the previous outlet, The temporary <br />pipe will be removed when a permanent outlet is constructed. <br />23\82\045\SEC4.RPT\KMH 10 DRAFT: June 23, 1994 <br />
