LAKE ELMO CITY COUNCIL MINUTES SEPTEMBER 20, 1994 <br />7. CITY ENGINEER'S REPORT: <br />8. CITY ATTORNEY'S REPORT: <br />A. Junker Landfill <br />The Council indicated there was not enough time to take a look at the joint agreement <br />and did not want to spend $5,000 at this time or enter into this particular agreement. <br />The following questions were raised: Was everyone asked for $5,000? Who is involved <br />in this and how is it going to be coordinated? How are the decisions going to be made? <br />What was the distribution list for the agreement? <br />Councilman Johnson commented that he didn't understand the motive of some of these <br />companies and asked what are the disadvantages of this becoming a Superfund site? <br />M/S/P Mottaz/John - to direct the city attorney to send a letter requesting an extension <br />of time because the timeline did not afford us enough time to answer questions and <br />also ask for clarification of the joint agreement. (Motion passed 5-0). <br />This will be an OLD BUSINESS item on the October 4, 1994 council meeting. <br />9. CITY COUNCIL REPORTS: <br />Mayor John reported: <br />On September 8, 1 attended the Valley Branch Watershed District meeting and <br />passed them a letter asking that they review their decision not to plug the Olson Lake <br />Estates Pond outlet. <br />On September 12, the MAC, Councilors Johnson, Johnston and I toured the <br />Maintenance and Parks facilities to meet the staff, review equipment needs and get a <br />better appreciation of these organizations. <br />On September 14, 1 attended the bimonthly communications meeting of elected <br />officials for School District #622. There was discussion on the proposed joint <br />county/school library to be located at the new Elementary/Middle school site. Lake <br />Elmo was asked to supply a representative to serve onthe design team for the library. <br />This request will be published in the city newsletter. <br />On September 19, 1 attended the Twin Cities Regional White House Conference on <br />Aging. <br />Council member Conlin suggested initiating legislation to amend annexation laws, as <br />simple as saying, that both communities would have to agree to detachment/ <br />annexation. Once this is drafted we could invite Senator Laidig and see how we could <br />proceed. <br />
