Mayor's Report September 20, 1994 <br />On September 8, I attended the Vallev Branch Watershed District meeting, <br />and passed them a letter asking that they review their decision not to plug <br />the Olsen Lake Estates Pond outlet. This was because they were not made <br />aware, at their August 25 meeting, of the very high phosphorus content in <br />the discharge (253 micrograms/liter). On this occasion, they unanimously <br />agreed to instruct the City of Oakdale to plug the outlet forthwith. I have <br />since learned that the Oakdale City Administrator decided to refer this to the <br />next meeting of the City Council, to be held on September 27, Some days <br />later I was made aware of a special Oakdale Council meeting on, or about <br />September 12, but the subject was not brought up at that time. <br />On September 12, Councillors Johnson, ,Johnston and I toured the <br />Maintenance and Parks facilities to meet the staff, review equipmentneeds <br />and get a better appreciation of the Maintenance and Parks organizations. <br />We had a useful visit and I appreciate the time that was set aside by the <br />staff to describe their operations. We became aquainted with the size and <br />usefulness of equipment in serving the City 's needs. The visit helped us <br />appreciate the challenges inherent in snow removal, street sweeping and the <br />size of turning circles in cul de sacs. <br />On September 14, I attended the bimonthly communications meeting of <br />elected officials for School District 622. I was able to tell Mayor Bearth of my <br />concerns relating to the continued discharge from Olsen Lake Estates Pond, <br />only to be told that, it would be reviewed on September 27. There was other <br />discussion on the proposed joint County/School library to be located at the <br />new Elementary/Middle school site. Lake Elmo was asked to supply a <br />representative to serve on the design team for the library, so I am open to <br />suggestions. <br />There was also a representation from a number of citizens asking for an <br />additional ice arena to be added to the present Polar arena. The cost - <br />approximately $2.5 million - would be met by contributions from the three <br />Cities and the school District, each paying about $60,000 p.a. over the next 20 <br />years. No conclusions were made. <br />There was also reference to a joint collaborative effort between the Cities of <br />Woodbury and Oakdale, and School District 834 to construct a new <br />elementary K-6 school in Woodbury, to open in the fall of '96. This would be <br />a joint project, funded by a Washington County HRA Bond issue. <br />
