It, of course, does not include any <br />implementation of the proposed solutions. <br />3. We will investigate the legislative history of the 1985 <br />property owner initiation legislation. We estimate that <br />this task will take from 5-7 hours depending upon whether <br />we need to listen to committee hearing tapes. <br />4. We will commence talks with various stakeholders <br />regarding possible amendments to the current annexation <br />statutes. We will speak with representatives of the <br />League of Minnesota Cities, the Municipal Board, the <br />Metropolitan Council, the Land Stewardship, and others as <br />appropriate. We will spend up to 20 hours of our time <br />for this portion of the task. <br />When these tasks are complete, we will summarize the <br />information we have obtained and share our conclusions and <br />recommendations with you. We will then determine how best to <br />proceed. We anticipate that these tasks will be completed by mid - <br />December so that we will be able to develop a legislative strategy <br />prior to the commencement of the legislative session in the first <br />week of.January, 1995. <br />We are proposing that you be billed for legal services at the <br />rate of $150 per hour. My regular hourly rate is $175 per hour (it <br />will go up on January 1, 1995), Pamela Steckman bills at somewhat <br />less and Peter Bachman bills at approximately the same rate as I <br />do. Once the steps defined above are complete and a strategy is <br />developed, we may wish to consider a fixed fee arrangement for the <br />1995 Legislative Session. <br />We look forward to working with you on this project and are <br />happy to coordinate with your City Attorney as you deem <br />appropriate.
