LAKE ELMO CITY COUNCIL MINUTES JANUAAY 31. 1995 <br />7. CITY ENGINEER'S REPORT: <br />A. Preliminary Report on 1995 Overlay <br />Larry Bohrer provided a a brief description of each street project proposed under the <br />1995 Overlay Projects. He has estimated the cost of each project and estimated the <br />number of assessable units. Bohrer assumed the council will follow the assessment <br />method used in 1993, that being each project assessed separately, and the City pays <br />10% of the project cost for the overlays. The City also pays an assessment for city - <br />owned property such as parks. <br />In accordance with the policy begun in 1993, 90% of the cost of the overlay is assessed <br />to abutting property. 10% of the overlay cost is paid for by the City in recognition that <br />the improved street is a general benefit to the entire city. The city also pays for any <br />patching or crack sealing that needs to be done prior to the overlay. <br />The following city funds are available for the city share of the project cost: <br />1995 Patch and Overlay Budget Item $15,000 <br />1994 Patch and Overlay Carryover 10,000 <br />1995 MSA Maintenance Allotment (42nd Street) 2,300 <br />TOTAL $27,300 <br />The total estimated project cost is $292,200 with the city cost being $32,255. There is <br />$5,000 shortfall if all the projects would be ordered as proposed. This figure does not <br />include the cost for the additional projects of 39th Street Turn Lane and Water Tower <br />Drive. Administrator Kueffner will talk to the Finance Director and come back to the <br />next meeting on where money will be available. <br />Two Additional Projects, 39th Street Turn Lane with an estimated cost of $9,000 and <br />Water Tower Driveway with an estimated cost of $2,400 could be tacked onto the <br />Overlay Project which would be 100% city cost. Councilman DeLapp asked if the water <br />fund could pay for the water tower driveway project. <br />The estimated cost for the Jane Road project is only for the Overlay Project. The <br />upgrade for bike/pedestrian trail improvements would be extra. 100% city cost. <br />Councilman DeLapp asked the Parks Commission to make a recommendation for the <br />February 21,1995 council meeting on the designated bike trail shown in the comp plan <br />might be incorporated with the bituminous overlay of Jane Road; such as adding 3' to <br />width of road, what side should trail be on, should it be protected by white striping, or <br />to not worry about it at all. , <br />
