The problem stems from the fact that there is no overland outlet for the <br />water. In the spring, and during heavy rains, ponded water will flood the basements and septic <br />systems of the Boche house on 37th Street, and the Strege house on 36th Street. <br />On Friday, May 5 we met with the neighborhood residents to discuss the problem and possible <br />solutions. It appears that there are 3 separate problems which need attention. <br />The first problem, that there is -no outlet to the area, is addressed by the construction of a new <br />culvert. This culvert would run from the Valley Branch Watershed District's manhole in the <br />intersection of 36th Street and Irwin Avenue to the ditch on the north side of 36th Street. Some <br />minor ditching is also necessary along 36th street. This solution was approved by the VBWD <br />and is included as a project in our 1995 overlays, The cost of this work was bid at $3,500. <br />The second problem area was noted by Mr. Boche on his property. Water will drain from the <br />culvert crossing 37th Street to the new culvert on 36th Street only after ponding on his property. <br />There is a high spot across his yard which prevents flow between the culverts. This high spot <br />occurs over his drainfield, and may have been caused by fill being placed over the field when it <br />was built in 1975. In any event, water stands on his property up to 1.2' depth. It is not feasible <br />to grade his property to drain because of the shallow drainfield lines. Two solutions are possible: <br />A. Construct a storm sewer pipe from the low point on 37th Street to the Valley <br />Branch manhole north of 37th Street. Estimated cost of this improvement is <br />$10,000. <br />B. Replace Mr. Boche's drainfield with a mound, and grade Mr. Boche's and Mr. <br />Strege's yards to drain. <br />If the City wishes to correct this problem, we recommend solution A, since it involves no work <br />on private property. <br />
