June 23, 1995 <br />To: Mayor and City Council <br />From: Mary Kueffner, City Administrator <br />Re: Justin Bloyer's Water Ski Slalom Course Permit Application <br />At the June 20, 1995, City Council meeting, Justin Bloyer presented a sketch plan <br />showing three potential sites for a Water Ski Slalom Course. After discussion of the <br />three locations, Justin specifically asked that the City Council consider a slalom ski <br />course permit for area labeled "I" Justin Bloyer is not the owner of the property <br />adjacent to "Area 2'"; therefore, the conditions set forth in the Washington County <br />Water Surface Use Application (3) "Structure must be placed between the permit <br />holder's property lines as they extend into the lake" cannot be met. <br />Additionally, based on Mr. Bloyer's total disregard for Lake Ehno's Water Surface <br />Use regulations, supported by the petitions and concerned residents before you, staff <br />recommends that Mr. Bloyer's application for a Water Ski Slalom Course be denied. <br />If the Council responds favorably to this recommendation, I hope it emphasizes to the <br />public that permits of this sort are a privilege, not a right. We have an obligation to <br />protect the health, safety and welfare of all of our residents, and abuse of our Water <br />Surface regulations, or any other regulation adopted for the common good of Lake <br />Elmo residents cannot and will not be tolerated. <br />
