MINUTES APPROVED:9-5-95 <br />LAKE ELMO CITY COUNCIL BUDGET WORKSHOP <br />AUGUST 22, 1995 <br />Mayor John called the workshop to order at 5:05 p.m. in the City Council <br />chambers. PRESENT: Hunt, Conlin, John, Johnston, DeLapp, Banister, <br />Terwedo and Kueffner <br />1. AGENDA <br />ADD: Notification from Peter Zetterberg, VBWD <br />M/S/P Johnston/DeLapp - to approve the August 22,1995 City Council agenda <br />as amended. (Motion passed 5-0). <br />2. Notification from Peter Zetterberg, VBWD Chair <br />Administrator Kueffner reported Peter Zetterberg, VBWD Chair, called and the <br />VBWD is asking for an extension of the DNR permit to allow discharge into Lake <br />Olson, which most likely be granted for six months according to Molly Shodeen, <br />DNR, and they are working with Nick Winkel for extension of the easement. The <br />pond is now at 962.5 and at 965 the pond will flood the streets in Oakdale so <br />they will pull the plug. <br />M/S/P Hunt/Del-app - the City of Lake Elmo recognizes that because of the <br />potential of flooding roadways in the City of Oakdale, the VBWD may authorize <br />the removal of the plug in Olson Lake Estates Pond contingent on receiving a <br />DNR permit. The City of Lake Elmo opposes continued discharges into Lake <br />Olson, but recognizes that on a purely temporary basis, such discharges may <br />occur pending completion of the approved bypass project. The City requests <br />that representatives of the DNR and VBWD appear at our next Council meeting <br />on September 5th to explain the status of the program. (Motion passed 5-0). <br />3. Proposed 1996 Budget <br />Finance Director, Marilyn Banister provided the Council with the following: A <br />proposed 1996 Budget which would increase local taxes 6.21%, a request from <br />the Youth Service Bureau for $10,765, and a request from the Community <br />Volunteer Service for a donation of $1,000. According to the St. Croix Valley <br />Youth Service Bureau, 1996 Community Funding Formula, 10.2% of Lake Elmo <br />youth served, 13.6% of total population with a contribution of $10,765. The <br />Council asked the Youth Service Bureau to justify their funding formula. <br />
