LAKE ELMO CITY COUNCIL MEETING SEPTEMBER 19, 1995 <br />B. Policy on Non -buildable Recreational Lots, City's Assessment Policy <br />The council reviewedihe DRAFT assessment policy and discussed a definition for recreational lots and <br />what benefit is derived from improved access to such a lot. Paul Huot and Mike Moen each own <br />recreational lots and recommended an assessment of 25% of a unit assessment. The Council could not <br />come to an agreement; therefore, the following motion was made: <br />M/S/P Hunt/DeLapp - to schedule a workshop for Tuesday, September 26, 1995, 7 p.m., to discuss the <br />City's assessment policy and set the assessment roll for the current overlay project. (Motion passed 5-0). <br />C. South Washington County Watershed District <br />In his letter to the Council, dated September 19, 1995, Larry Bohrer reported he attended a presentation <br />by the consultants of the South Washington Watershed District (SWWD) on the draft Watershed <br />Management Plan. Bohrer reviewed potential impacts to the City in the form of proposed projects and <br />proposed method of financing. Due to the late hour, the council made the following motion: <br />M/S/P DeLapp/Hunt - to add as an agenda item, Discussion on the South Washington County Watershed <br />District, at the September 26, 1995 workshop. (Motion passed 5-0). <br />9. CITY ATTORNEY'S REPORT:Attorney Filla reported Washington County has agreed in principal with <br />the City's proposal and the PCA is excited about A. <br />ipmell t • ,_••- <br />Mayor John reported the Washington County Board unanimously voted on the agreement with the City of <br />Lake Elmo for Cleanup of SW-1 Landfill Site and authorization to execute the warranty deed and make <br />payment of $213,000 to the City upon final execution of the binding agreement with the Minnesota <br />Pollution Control Agency. <br />Mayor John attended the Area Elected Officers meeting for School District 622 on September 13, 1995 at <br />the Woodbury City Hall and reviewed the major points covered. <br />Steve Delapp announced Randall Arendt, author and award winning Urban Planner, will be at the <br />Landmark Center's Weyerhaeuser Auditorium on October 4th from 11 a.m. to 1 p.m. <br />11.
