LAKE ELMO CITY COUNCIL MINUTES SEPTEMBER 5, 1995 7 <br />4D. Discussion on newly revised Joint Cooperative agreement for the reorganization of the <br />Ramsey/Washington Suburban Cable Commission. <br />The commission, which serves 12 local communities, is currently composed of two representatives with <br />equal votes from each area served, with a total committee membership of 24. The new "Joint Powers" <br />agreement will reduce committee size to 12 members and restructure voting procedures to give large <br />communities more proportional representation than they currently experience. Under the new plan for a <br />measure to pass, three larger cities and four smaller communities must agree, effectively requiring a two- <br />thirds representational majority from cable subscribers. <br />Tom Creighton, attorney for the cable commission, stated his belief that the streamlined committee will be <br />more efficient than the previous one which he believes was simply too big to get things done. The City <br />Administrator and Council expressed their hope this reorganization would help get rid of some of the <br />negative elements this commission has been faced with in the past few years and this new group be <br />more effective than before. <br />M/S/P Hunt/John - to direct the city to sign the Joint Powers Agreement for the Ramsey/Washington <br />County Cable Commission and all paperwork be done before the organizational meeting of Thursday, <br />September 14, 1995. (Motion passed 5-0). <br />M/S/P DeLapp/Johnston - to appoint Karen Wandmacher as the Lake Elmo representative to the new <br />cable commission and council member Rita Conlin as the alternate representative. (Motion passed 5-0). <br />7. CITY ATTORNEY'S REPORT: <br />A. SW1 Update <br />Attorney Filla reported he has conveyed the Council's decision to the County Attorney and to the PCA's <br />attorney. His understanding is the County is not interested in binding arbitration. If there are going to be <br />any changes in the current status of negotiations, Lake Elmo will have to make a decision and move <br />forward to get the negotiations moving. The city has received a letter from the PCA asking us to respond <br />to an information request. <br />The Council set up a workshop for September 12, 1995, 5 p.m. to discuss negotiation strategy on the <br />Washington County Landfill. <br />8. CITY COUNCIL REPORTS: <br />Mayor John reported the next Elected Officials meeting for School District #622 will be held on <br />September 13, 1994. <br />Councilman Hunt asked the Council to think about holding a joint meeting on October 23 or November 27 <br />between the MAC and the City Council to discuss the original MAC charter. <br />The Council suggested the following newsletter articles: closing of the compost site and responsibility of <br />Suburban Cable Commission. <br />9. CITY ADMINISTRATOR'S REPORT: <br />A. Proposed 1996 Budget <br />M/S/P DeLapp/Johnston - to adopt Resolution No. 95-47 approving the proposed 1995 tax levy, <br />collectible In 1996, and setting a date of Wednesday, November 29, 1995, 7:00 p.m. for public hearing for <br />proposed budget, Tax Levy $1,057,233. (Motion passed 5-0). <br />
