LAKE ELMO CITY COUNCIL MINUTES JANUARY 16, 1996 3 <br />M/S/P Conlin/DeLapp - to appoint Bill Wacker, Dick Johnson, Rick Gustafson, Fran Pott, and Bud Talcott <br />to the Maintenance Advisory Committee and as liaison to the Maintenance Dept., Dan Olinger; Parks <br />Department, Mike Bouthilet; Fire Department, Chief Dick Sachs. (Motion passed 5-0). <br />5. CONSENT AGENDA: None <br />6. PLANNING,LAND USE AND ZONING: <br />A. SUB 96-1, Minor Subdivision Lot Line Adjustment, Sovereign/Larson 4545 Olson Lake Trail <br />(tabled from 1-2-96 meeting) <br />This agenda item was deleted and will be placed on the January 22, 1996 Planning Commission agenda. <br />B. Livable Communities Act/Lake Elmo Housing Goals <br />The City Staff and the Planning Commission recommended that the City adopt the housing goals as <br />presented. <br />Councilman DeLapp submitted his concerns in a memo dated January 14, 1996. DeLapp added that he <br />takes goals and bench marks very seriously and is concerned on what the net result of adding 2,000 <br />dwelling units will be to the City and what is the City committing themselves to. <br />M/S/P Hunt/Conlin - to adopt the proposed draft for Housing Goals Agreement, Metropolitan Livable <br />Communities Act as recommended by the Planning Commission in its meeting of 1-8-96. (Motion passed <br />4-1:DeLapp:See concerns listed in his memo dated January 14, 1996 which will be made part of the <br />minutes.). <br />C. Recommendation from Planning Commission on site selection process for new public <br />works/compost facility. <br />Planner Terwedo reported the Planning Commission held a public hearing on a rezoning of the Berschen <br />site for the maintenance garage/compost site at their January 8, 1996 meeting. Approximately 50 <br />neighbors and concerned citizens attended the meeting. There was an overwhelming sentiment that the <br />residents did not want the public facilities located in their neighborhood. In particular, they fear the <br />compost site will generate bad odors, fungus/algae into their air and water and disrupt the rural/residential <br />character of their area. The citizens felt that the City did not study the option in enough detail. The <br />Planning Commission's recommendation is for the Council to consider reevaluation of the various options <br />for the maintenance garage/compost site due to the public comments made at the hearing. <br />Jim McLeod, Chair of Planning Commission, didn't think that the Commission's position was the City <br />Council had not studied alternate sites. The issue before them was strictly a rezoning matter and the <br />public hearing was left open. The Planning Commission believed there was not enough public awareness <br />of selection of sites prior to a decision being made. <br />Based on public protest to a compost site, the Council considered looking at eliminating a compost site in <br />connection with the maintenance garage. The Council felt a composting site would have been a nice <br />addition to the community, but expressed their wish that plans for the composting facility be abandoned. <br />M/S/P Hunt/Conlin - that the City Council drop the compost site from the requirements for the new <br />maintenance facility. (Motion passed 5-0). <br />
