Before discussing this subject I would like to make a few remarks
As a Council, we were elected to serve the interests of all citizens of Lake
Elmo, and not necessarily of those who are before us tonight. From time to
time, we are faced with making decisions which may be unacceptable to some
residents. We will do our best to answer their concerns, and it is not our
intent to present a proposal to the City while meaning to do something else.
Over the past few days, I, and I am sure other members of the Council, have
been approached with a view to taking a particular decision in relation to the
Maintenance site selection. Some say the subject has not been properly
explored, that the site will be used for composting or rubbish storage with
resulting environmental damage. This means that in spite of the unusual
number of public meetings we have held covering the decision making
process, we have not done as good a job of presenting the City's decision as we
might have. Perhaps any decision we make may be unacceptable to some
group.
Resiting the Maintenance facility is not something the City originally planned
to do. But it must be done and in a timely fashion. We would be neglecting
our responsibility to the electorate if we are unable to provide an effective
maintenance operation by the time next winter starts.
I will now pass the subject over to Planner Terwedo to update the Council on
its status.
