The SWWD will further study the fvuancntg implications of existing infrastructure relative to projects if it can be shown the existing infrastructure provides a significant service to the watershed as a whole. Currently, the SW WD considers the existing infrastructure as part of the local system that has been implemented for local service, Each proposed project or program has regional benefit along with some local benefit. It is often difficult to determine the exact split between the two and by nature of the ad valorem taxing mechanism, there will be some change in the distribution of the taxes in time as areas develop and their property values change. Table VI-9 provides a guide to the proposed split between watershed - wide and subwatershed taxing for projects and programs. The projects and programs identified in this WMP will follow this table unless otherwise specified. In some cases, as with the natural resources projects identified in this plan, the "contributing subwatershed" may encompass the entire watershed and therefore the subwatershed would be defined the same as the entire watershed. For water quantity projects, a higher proportion of the costs are assessed against the subwatershed since the subwatershed is the primary area served and benefited by the project.
