The SWWD will further <br />study the fvuancntg implications of existing infrastructure relative to projects if it can be shown the <br />existing infrastructure provides a significant service to the watershed as a whole. Currently, the <br />SW WD considers the existing infrastructure as part of the local system that has been implemented <br />for local service, <br />Each proposed project or program has regional benefit along with some local benefit. It is often <br />difficult to determine the exact split between the two and by nature of the ad valorem taxing <br />mechanism, there will be some change in the distribution of the taxes in time as areas develop and <br />their property values change. Table VI-9 provides a guide to the proposed split between watershed - <br />wide and subwatershed taxing for projects and programs. In some cases, as with the natural resources projects identified in this <br />plan, the "contributing subwatershed" may encompass the entire watershed and therefore the <br />subwatershed would be defined the same as the entire watershed. <br />For water quantity projects, a higher proportion of the costs are assessed against the subwatershed <br />since the subwatershed is the primary area served and benefited by the project. <br />South Washington Watershed District VI-42 <br />TOTAL P.11 <br />
