This information was received at the City Hall on February 27, 1996. The <br />transmitted letter was signed by three of the original petitioners. <br />The submitted states additional concern for groundwater contamination due to leaking fuel from <br />underground storage tanks. Examples of five incidents at Washington County Public Works <br />facilities are given. <br />The City of Lake Elmo is well aware of the potential hazard of underground fuel tanks, <br />Underground fuel storage is not used at the existing Public Works garage and it will, not be used <br />at a new maintenance facility. Current code would require above ground fuel tanks have <br />complete secondary containment. This would mean that the above ground fuel tanks would be <br />Set in concrete spill containment basins which would hold the entire volutne of the fuel tank <br />should aleak develop. <br />Another concern that was mentioned was public safety where toe Public Works facility dHveway <br />would connect to 45th Street. Guidelines for intersection design are found in Chapter 5 of <br />MnDOT's Road Design Manual, Pan 1. Criteria which apply are described as Cases IV and V <br />enabling a stopped vehicle at the Public Works driveway to make left turns onto 45th Street, <br />Figures 5-2,01E and F give the required sight distance in feet required to allow these movements, <br />At a design speed of 40 mph on 45th Street, a sight distance of 530 feet easterly and 650 feet <br />westerly would be required. This is shown graphically on the two attached prints. As cats be <br />seen both cases can be easily met. <br />Other concerns are listed such as noise, smell, dust, lighting, surface water runoff, and <br />groundwater problems.
