REQUEST FOR ENVIRONMENTAL ASSESSMENT WORKSHEET (EAW) <br />A. Description of the Proposed Project - <br />Relocation of Lake Elmo Composting, Spring Cleanup and Public <br />Works facilities to a location known as the Berschens site at <br />45th Street North. <br />B. Name, Address and Telephone Number of Representative of the <br />Petitioners /�t1 <br />«xa_E� LMD, H N 1 5 ���(a 277-75 Rr <br />Cl. Surface water quality would be affected by the Compost site and, to <br />a lesser degree, by the Public Works site. The proposed site par- <br />tially includes the watershed districts overlay area for Lake Jane. <br />All surface water, even if collected in holding ponds, due to heavy <br />rains, would eventually flow to Lake Jane or to Clear Lake via cul- <br />verts and natural waterways. Alkaline runoff from the site due to <br />,the composting concentration, would affect the surrounding land due <br />to leaching and runoff.. <br />C2. The proposed site is currently zoned agriculture and is prime farm <br />land and would require re -zoning to a more developed use. <br />C3. The relocation of the uses, Composting and Public Works, to the <br />Berschens site would substantially increase traffic, noise and odors <br />in a rural, residential environment. <br />C4. over a period of years, if the holding ponds were not lined and sur- <br />face water and water from the holding ponds was allowed to escape <br />from the composting site, it could adversely affect the ground water <br />of the area including the residential neighborhood, Lake Jane wells <br />and Lake Jane itself. <br />C5. The most serious effect would be on the residents closest to the <br />compost due to the airborne pollution including Aspergillus <br />Fumigatus (see attached excerpts from PCA on composting and effect <br />it could have on people with suppressed immune systems. Also see <br />medical concerns of area residents specific to them and their fam- <br />ilies.). <br />C6. An environmental review has not been done for this site by Lake Elmo <br />prior to their proposed re -zoning and should be completed prior to <br />re -zoning any property for its intended use. <br />
