LAKE ELMO CITY COUNCIL MINUTES MARCH 4, 1996 <br />Attorney Filla pointed out the City has no authority to amend the Armstrong CUP in any manner without <br />( underlying legislation which requires a recognition that storage use is a permitted or conditional use in the <br />Ag zone. Once that is instituted, the applicant has a right to request that their current permit be <br />amended. <br />Councilman Hunt stated the Ag Use Committee will make a recommendation based on their charter <br />which is to look at the uses and come up with standards and make a proposal ready for the next Council <br />meeting. <br />When the question was raised if the Armstrongs would be willing to let the process continue on, Tom <br />Armstrong responded the alternative is years of litigation. Mr. Armstrong stated he is willing to work <br />things out with the City and will agree to resolution by June 1,1996. <br />M/S/P Hunt/John - that the City will review the Armstrong request for a CUP amendment at the March <br />19th council meeting as an item following the report from the Ag Use subcommittee. (Motion passed 4-0). <br />E. Update on Open Space Comprehensive Plan Amendment <br />Planner Terwedo provided a rough draft of the Open Space Comprehensive Plan amendment. This item <br />will be placed on the March 11th Planning Commission agenda for discussion. The Council will review <br />the amendment and contact the planner with any comments. <br />9. Planner's Attendance at National Conference <br />Ann Terwedo, City Planner, asked for council approval to attend the National Planning conference in <br />Orlando, Florida from April 13-17. The cost for this conference is $1,035. The City budgeted $2,000 in <br />1996 for conferences and schools for the Planning Department. This includes Planning Commission <br />member's attendance at local planning seminars. <br />M/S/P Hunt/Johnston - to approve Ann Terwedo's attendance at the National Planning Conference in <br />Orlando, Florida, April 13 through April 17, at a cost not to exceed $1,035. (Motion passed 4-0). <br />B. Organized Collection <br />The staff was asked to schedule a City Council workshop with the Solid Waste Advisory Committee and <br />ask the City Attorney to attend to comment on organized collection in the City. <br />M/S/P Hunt/Johnston - to adjourn the council meeting at 11:30 p.m. (Motion passed 4-0) <br />
