Biological Inventory Group -Tom Skalbeck, 12. <br />Effective Meeting Procedures <br />M/S/P Hunt/Conlin -to approve the April 16, 1996 City Council agenda as amended. (Motion passed 5- <br />0). <br />2. MINUTES: April 2, 1996 <br />M/S/P DeLapp/Hunt - to approve the April 2, 1996 City Council minutes as amended. (Motion passed 3- <br />0-1:Abstain:John) <br />3. CLAIMS <br />M/S/P Johnston/Conlin - to approve the April 16, 1996 Claims #4647 through #4679 and additional <br />Claims #4680 through #4705 for 1st Qtr. 1996 Fire Comp, as presented. (Motion passed 5-0). <br />4. PUBLIC INFORMATIONAL: <br />A. Arbor Day Proclamation <br />MAYOR JOHN PROCLAIMED APRIL 26, 1996 AS ARBOR DAY AND MAY, 1996 ARBOR MONTH IN <br />THE CITY OF LAKE ELMO <br />Residents that had brought their Christmas trees in can redeem one free seedling at the City Hall on <br />Arbor Day or during the first week in May. <br />B. D.A. R.E. Program (Deputy Osterman and Sergeant Swanson) <br />Deputy Osterman, D.A.R.E. Officer, reported the Lake Elmo Elementary's 5th graders were visited by an <br />Army National Guard Helicopter, and the students toured the chopper and were instructed on information <br />and equipment used. The students were instructed on the dangers of drug abuse and reasons why they <br />should remain drug free. The D.A.R.E. Graduation at the Lake Elmo Elementary School is on May 17, <br />1996 from Noon to 2:00 p.m.. <br />C. Charitable Gambling License: Lake Elmo Jaycees <br />The Lake Elmo Jaycees are requesting that the City endorse their Charitable Gambling operation for the <br />next licensing period 1996-1998. A draft resolution for Council approval and a list of donations made <br />during the current license period were provided. The Council acknowledged the significant donations by <br />the Lake Elmo Jaycees and suggested the list of Charitable Gambling donations be published in the <br />Newsletter. <br />M/S/P Johnston/Conlin - to adopt Resolution No. 96-6, A Resolution approving the issuance of a <br />charitable gambling license by the State of Minnesota to the Lake Elmo Jaycees. (Motion passed 5-0). <br />D. Biological Inventory Group -Tom Skalbeck <br />Tom Skalbeck, 8879 Jane Road N., and Lisa Burban, an Urban Forester, 9612 57th Street, submitted a <br />strategy for Lake Elmo's Natural Resources:An Ecosystem -Based Plan. Council member Conlin <br />responded that establishing such a group would be redundant because the new Open Space Ordinance <br />does provide for this type of inventory done by the developer on a development site basis for Planning <br />Commission and Council review. Conlin requested an outline of what the committee would be doing and <br />the cost and benefit to the City. Once this information has been obtained this item can be presented to <br />the Council as an agenda item by the City staff for Council authorization. <br />
