LAKE ELMO CITY COUNGiL MINUTES FEBRUARY 18, 1997 <br />Councilor DeLapp reported he was appointed to the Washington County Planning Advisory <br />Board which meets the 4th Tuesday of every month. <br />Council member Dunn suggested a joint meeting with the Planning Commission to review the <br />Open Space Ordinance. The Planning Commission and Council will be meeting in September. <br />Council member Hunt attended Troop 162 Cub Scouts Blue and Gold Dinner. He will be <br />looking at a new printer and laptop computer. The City could have a web page in 6-12 months, <br />but would need consulting work to keep it up. Councilor DeLapp suggested a 4-person <br />committee to help work on the Web. The Finance Director is looking into a Fund Accounting <br />Program and in a few weeks will have a recommendation. <br />12. CITY ADMINISTRATOR'S REPORT: <br />A. General Liability Annual Premium: League of Minnesota Cities <br />The Council reviewed the renewal premium and summary from the League of Minnesota Cities <br />through our insurance agency, Zignego Agency Inc. The City has never opted to take the <br />"excess liability" insurance, but chose to include the "open meeting law defense" coverage at the <br />rate of $500 per year. Administrator Kueffner will request a comparison of premium figures for <br />the last ten years. <br />M/S/P DeLapp/Hunt - to approve the 1997/1998 insurance rates as outlined in the proposal from <br />Zignego Insurance which shall include Open Meeting Law Coverage and exclude Excess Liability <br />Coverage. <br />B. Request for funding from Graffiti Center <br />The City received a letter from Tom Schwietz, Director of the Graffiti Teen Center located in <br />Stillwater. Mr. Schweltz has requested a $1000 donation from the City to h help with operating <br />funds and programs offered by the Center. This request was not budgeted for 1997. <br />M/S/P Dunn/DeLapp - to deny the request on behalf of the Graffiti Teen Center for a $1000 <br />donation. (Motion passed 4-1: Conlin) <br />C. Accident Data for County Roads 10 & 19 <br />The City received a letter from Joe Lux, Washington County Public Works Department regarding <br />the accident data collected by the County for approx. the past 7 years. Although the majority of <br />accidents has occurred during daylight hours, he believes that installation of a street light at this <br />intersection would improve safety considerably. If a street light is installed, the City will be <br />expected to pick up the monthly electric charge for the light, based on the County's policy on <br />cost -sharing. The County will pay for the installation of the light and the pole, if necessary. <br />D. District 2 Citizen Advisory Committee Vacancies <br />The City received a press release announcing vacancies on the Washington County Parks and <br />Open Space Commission and the Planning Advisory Commission. <br />The Council adjourned the meeting at 11:20 p.m. and convened the Executive Session. <br />Respectfully submitted by Sharon Lumby, Deputy Clerk <br />
