C. Engineering Standards <br />The Council received a copy of the Engineering Standards prepared by TKDA. Tom Prew will compare <br />these standards to what is currently existing in our code for the next meeting. Tim Freeman provided a <br />memo, dated November 13, 1997, regarding the City's intent to require concrete curb and gutter for all <br />streets. Council DeLapp described a proposed curb, which will use a bituminous shoe with the <br />configuration of a D412 concrete curb. <br />Tim Freeman's comments and Councilman DeLapp's proposal will be passed on to Dan Olinger to receive <br />his input. <br />M/S/P Hunt/Dunn — to direct the staff to review the newly proposed curb and report back at the next <br />Council meeting. (Motion passed 4-0). <br />Councilman DeLapp pointed out that the street width from the Fields of St. Croix and Tamarack Farm does <br />not match at 50`h Street. The Fields of St. Croix went with the minimum width (22' wide) and Tamarack <br />Farm is wider. He brought this up at a Council rueetiug before, but the staff did not follow through. <br />D. Wetland Treatment Ordinance <br />The City Engineer recommended, in his memo dated November 13, 1997, that the Council adopts this new <br />draft of the Wetland Treatment Ordinance. <br />M/S/P DeLapp/Hunt - to adopt Ordinance No. 9722, as amended, adding Section 720 Alternative Waste <br />Disposal System — Wetland Treatment Systems to the Lake Elmo Municipal Code. (Motion passed 4-0). <br />MAYOR JOHN WELCOMED THE STILLWATER HIGH SCHOOL STUDENTS ATTENDING THE <br />MEETING AS A CONTEMPORARY ISSUE ASSIGNMENT. <br />7. MAINTENANCE/PARKS/FIRE: <br />A. Stonegate Park Grading <br />The Parks Commission recommended hiring Buberl Landscaping to grade Stonegate Park at a cost not to <br />exceed $25,000.00, with the money to come out of the Parks Department CIP. Buberl Landscaping and the <br />City Engineer both have time estimates of 10 days to two weeks to complete the grading. At ten hours a <br />day, the total cost would range from $16,000 to $22,400. <br />M/S/P Hunt/DeLapp — to direct the Parks Department to hire Buberl Landscaping to grade Stonegate Park <br />at a cost not to exceed $25,000, with the money to come out of the Parks Department CIP. (Motion passed <br />4-0). <br />8. PLANNING. LAND USE AND ZONING: <br />A. Appointments to Village Commission <br />M/S/P DeLapp/Dunn - to appoint Dan Beech, Mary Moberg, and Brett Emmons to the Lake Elmo Village <br />Commission. (Motion passed 4-0). <br />B. 1998 Participation in Local Housing Incentive Program, Livable Communities Act. <br />In January, 1996, the City agreed on housing goals based on the benchmarks identified under the <br />Metropolitan Livable Communities Act. The City also agreed to participate in the local housing incentives <br />program.
