l <br />LAKE ELMO CITY COUNCIL Mi.,JTES JANUARY 6, 1998 <br />Council member Conlin received a telephone call thanking the Maintenance Crew for doing a great job in <br />keeping the roads clean. <br />Council member Dunn indicated there will be an airport meeting on January 14, 7 p.m., Oakland Jr. H.S., <br />to review with MAC noise abatement. <br />Council member DeLapp asked that the staff check to see if River Valley Christian Church is complying <br />with the development agreement with regard to preserving the required number of trees. Another concern <br />expressed was the lighting that is on 24 hours a day which is against our lighting ordinance. Administrator <br />Kueffner will informally contact the Church before a letter is written and will report back at the next <br />meeting. <br />11. CITY ATTORNEY'S REPORT: None <br />12. CITY ADMINISTRATOR'S REPORT: <br />A. VBWD Accounting Services <br />Dave Bucheck, VBWD Chair, inquired whether the City's finance director would be interested in providing <br />accounting services to the Watershed. The Administrator and Finance Director estimated the amount of <br />time requested to be 2-4 hours a month, at a cost of $48.00 per hour, with part of the money going to <br />Marilyn and part to the City. Marilyn Banister would be willing to do this work, after regular working <br />hours using the City's equipment. Since Marilyn would be considered a City employee and the check <br />would come to the City, Attorney Filla advised there would not be any liability to the City. The money <br />saved by the Watershed is a direct benefit to Lake Elmo residents. <br />M/S/P Hunt/DeLapp — to approve allowing the Lake Elmo Finance Director, Marilyn Banister, provide <br />accounting services to the Valley Branch Watershed District at a cost of $48.00 per hour as outlined in the <br />December 19, 1997 letter from the City Administrator to the VBWD, conditioned upon no problems are <br />found by the staff. (Motion passed 5-0:Conlin voted in favor of the motion because this is a special <br />circumstance, and there is a common interest.) <br />B. Charitable Gambling License <br />The Maplewood/Oakdale Lions has requested the State of Minnesota issue a one -day (February 2, 1998) <br />Off -Site Gambling License. The Lions Club wishes to sell raffles at a location within an establishment <br />commonly known as the Lake Elmo Inn located at 3442 Lake Elmo Avenue. <br />M/S/P Hunt/Dunn — to adopt Resolution No. 98-3, A Resolution approving the issuance of a charitable <br />gambling license by the State of Minnesota to the Maplewood/Oakdale Lions Club.
