I,;eeping the Landscape <br />We Love <br />The Green Corridor Project is dedicated to help- <br />ing Washington and Chisago County residents <br />keep the beautiful countryside, farmland, and <br />special natural areas that make this a great place <br />to live. <br />Green corridors are areas of farmland, natural <br />areas, scenic areas, and other open spaces that <br />are linked together throughout the community. <br />-en corridors help communities keep the land- <br />scape they love while accommodating growth. <br />The Green Corridor will link already protected <br />lands with other important open spaces. Exten- <br />sive input from local residents, public officials, <br />and government agency staff will help shape the <br />corridor's location and composition. <br />TOOLS TO KEEP OPEN SPACES <br />Four voluntary, innovative tools will be the pri- <br />mary mechanisms to create the Green Corridor. <br />These tools will be selectively applied to lands <br />located in the designated corridor, which meet <br />criteria for each tool, and for which landown- <br />e,. are interested in participating. <br />The first three tools - Donated Conservation <br />Easements, PDR, and TDR - are voluntary pro- <br />grams in which participants retain ownership and <br />control of their land. They can sell or transfer <br />their property at any time, but a conservation <br />easement permanently protects the land from de- <br />velopment. The land remains affordable for open <br />space uses such as agriculture since it is appraised <br />at its open space value. <br />The fourth tool, Land Acquisition, gives landown- <br />ers a way to voluntarily sell or donate their land <br />to city, township, county, or state government. <br />Donated Conservation Easements are voluntary, <br />legal agreements between a landowner and a land <br />trust or government agency that allow property own- <br />ers to permanently limit or prohibit development on <br />their property. Conservation easements are perma- <br />nent and run with the title so. that all future owners <br />of the land are bound by the original agreement. <br />Purchased Development Rights (PDR) are volun- <br />tary legal agreements that allow owners of land meet- <br />ing certain criteria to sell the right to develop their <br />property to township, city, county, or state govern- <br />ment, or to a nonprofit organization. A conservation <br />easement is then placed on the land. This agreement <br />is recorded on the title to limit the future use of the <br />land to agriculture or other open space uses. <br />Transferred Development Rights (TDR) are en- <br />abled by local or regional ordinance. TDR ordinances <br />create a sending area, or preservation area and a re- <br />ceiving, or high density area. Landowners in the <br />sending area receive development right credits which <br />they can sell in exchange for not developing their <br />land. Real estate developers can then purchase de- <br />velopment right credits and use them to increase ex- <br />isting or planned densities in receiving areas. <br />Land Acquisition is used in select cases when will- <br />ing landowners want to conserve their land by sell- <br />ing or donating it outright to a public agency. This <br />mechanism allows a government entity to have full <br />control over a property's future. <br />...
