F. Consideration of newly annexed area and moratorium <br />On April 17, 1998, the Municipal Board had voted to annex 240 acres of Baytown Township to Lake Elmo. <br />The City will have to prepare zoning controls and a comprehensive plan for the annexed area. <br />M/S/P DeLapp/Hunt — to direct the staff to prepare an ordinance placing a moratorium for nine months for <br />the annexed area of Baytown Township, approx. 240 acres, in order to prepare zoning controls and <br />comprehensive plan amendments for this area, and the ordinance be brought back to the Council at the next <br />Council meeting. (Motion passed 5-0). <br />9. CITY ATTORNEY'S REPORT: <br />Attorney Filla reported there is a 30-day period for appeal of the April 17'° Municipal Board decision. It <br />was anticipated the City would be adopting a moratorium for the newly annexed area. <br />10. UNFINISHED BUSINESS: <br />A. Agreement for Signal Light at TH5 and County Road 15 (Agreement Pending) <br />B. Adding 50th Street to State Aid System (pending) <br />C. Nile Fellows, MPCA — Reclamation Plan for SW-1 <br />D. Countryside Wood Products Resolution and Site Development Agreement (pending) <br />E. Amortization of Non -conforming uses (Passed on to Planning and Village Commissions ) <br />F. Program for enforcement of temporary signs <br />G. Workshop with Tautges and Redpath on Fiscal Disparities (pending — will schedule as soon as <br />"tax" season is over.) <br />H. Sprinkler Ordinance <br />11. CITY COUNCIL REPORTS: <br />Mayor John provided a copy of the meeting notice for the Interceptor Community Advisory Committee of <br />the Metropolitan Council which included a discussion on evaluation of interceptor alignment alternatives. <br />If the Met Council is sending mixed signals about whether the City needs to ask for services versus what <br />staff members have verbally stated in a meeting that services will be provided, several Council members <br />felt the City should clarify their understanding. <br />Mayor John provided a copy of a letter from Bob Mazanec, Met Council that included a summary of the <br />March 19 Urban Reserve and Permanent Rural Area discussion. <br />12. CITY ADMINISTRATOR'S REPORT: <br />Administrator Kueffner reported she would send a report on the analysis done by the Consolidation <br />Committee of the Fire Department, street maintenance and building costs.
