10. UNFINISHED BUSINESS: <br />F. Environmental Commission <br />Administrator Kueffner will provide a draft of the Environmental Commission at the August 18te meeting. <br />J. Bike Safety on Manning/TH5 <br />Administrator Kueffner reported she received a letter from Washington County indicating bike safety on <br />Manning Avenue shall be included in the plan. <br />CSAR17 and TH5 intersection problem <br />There will be a study on the speed limit by the Lake Elmo Elementary school and completed no later than <br />September 188'. <br />11. CITY COUNCIL REPORTS: <br />Hunt stated the Mayor has been collecting information on the City Administrator's review, and he will be <br />getting something in the mail. <br />Ray Sachs, original charter member of the Lake Elmo Fire Department, has passed away. <br />Dunn noted she received calls on hot air balloons landing on streets in Lake Elmo at 7:30 a.m.. Attorney <br />Fills will check the federal regulations on balloon landing on City streets. Permission from property owners <br />is necessary to land balloons on private property. <br />12. CITY ADMINISTRATOR'S REPORT: <br />A. Budget Workshops <br />Finance Director Banister has begun preparation of the 1999 budget that will be mailed to the Council by <br />August 14, 1998. A recommendation was made for August 31 and September 8 for budget workshops. <br />M/S/P Johnston/DeLapp — to call a budget workshop for August 31, 1998 at 5:30 p.m. and for September 8, <br />1998 at 5:30 p.m. with box lunches provided. (Motion passed 4-0). <br />B. Reschedule September 15 and November Yd Council meetings <br />The Council's second meeting in September falls on primary election day, and it's rust meeting in <br />November falls on general election day.
