LAKE ELMO CITY COUNCIL WORKSHOP
WITH WASHINGTON COUNTY PUBLIC WORKS
REGARDING CSAH17 REHABILITATION PROJECT
NOVEMBER 17, 1998
Acting Mayor Hunt called the workshop to order at 5:30 p.m, in the Council Chambers. PRESENT: Hunt,
Johnston, DeLapp, Dunn (arrived at 5:44 p.m.), City Engineer Prew, City Planner Dillerud and
Administrator I{ueffiier.
Meeting notices were sent to all property owners along CSAH17, Village Commission and Parks
Commission.
Don Wisniewski, Director of Washington County Public Works, and Doug Fisher, Dept Director, made a
presentation on the CSAH 17 (Lake Elmo Avenue) Rehabilitation Project. The presentation is attached to
these meeting minutes.
The CSAH 17 residents in attendance (approx. 18-20) indicated their interest to have the shoulders paved.
They were not interested in giving up land and voiced concerns with cars passing on the shoulder and
requested a reduced speed and a sign installed by the blind intersection. A suggestion was made for a smart
trailer which tracks speed of travelling cars to be located along CSAH17. A resident at the corner of Hwy
36 and CSAH17 asked if the County could look at resolving the water problem by deepening the ditch on
the corner because the ditch is filled with sediment.
City Engineer Prew asked that the small stretch by the Intersection of 43 Street and 39th Street be looked at.
Possible double yellow lines for NO PASSING should be added: _
Mr. Wisniewski will take the recommendation of the Council and residents for NO separated bike path.
The CSAH17 rehabilitation project is scheduled for 1999, bid in February/March with construction
beginning in the summer. The project should take approximately two weeks, weather permitting. Notices
will be sent out to residents ahead of work being done.
The signal lights at the intersection of CSAH17 and Highway 36 is scheduled to be installed in Year 2001 . ;
The Council adjourned the meeting at 6:20 p.m.
