2. MINUTES: July 6, 1999 <br />M/S/P Armstrong/Siedow — to approve the July 6, 1999 City Council minutes, as amended. (Motion <br />passed 5-0). <br />3. CLAIMS <br />M/S/P Dunn/Armstrong — to approve the July 20, 1999 Claims, as presented. <br />4. PUBLIC INOUIRIESANFORMATIONAL: None <br />5. CONSENT AGENDA: <br />6. MAINTENANCE/PARK/FIRE/BUILDING: <br />A. Data Process Plan —Public Works <br />Planner Dillerud reported Dan Olinger, Maintenance Supervisor, has located a software package which <br />focuses exclusively on public works operating functions at a quote of $1,500 to acquire all components of <br />the Maintenance Management system. Hardware requirements are minimal, but hard drive space could <br />become critical over time. One option available would be to move one of the Pentium I — 133 workstations <br />now used in City Hall to Public Works, and replace it with a new Pentium II. With a HP Desk Jet printer <br />and a new Office 97 software license, the total package would be about $2,000 — or $3,500 including the <br />Qquest software. <br />M/S/P Armstrong/DeLapp — to authorize hardware software package for the Public Works Dept., with <br />direction as to the assignment of new hardware among City departments. (Motion passed 5-0). <br />Council member DeLapp brought up the City should be aware that the price is going down for multimedia <br />projectors. Mayor Hunt will look at loaners because we may be in a good position to purchase this year. <br />7. CITY ENGINEER'S REPORT: <br />A. Payment for 1999 Seal Coating <br />Tom Prew reported the work is complete on the City's 1999 seal -coating project and recommended final <br />payment to Allied Blacktop Company. <br />M/S/P DeLapp/ Dunn —to approve the final payment to Allied Blacktop Company in the amount of <br />$73,893.80 for the 1999 Seal Coating Project based on the recommendation of the City Engineer in his <br />memo dated July 16, 1999. (Motion passed 5-0) <br />8. PLANNING. LAND USE & ZONING: <br />A. Mogren Sod Farm — Rezoning RR to AG <br />At its meeting of July 12, 1999, the Planning Commission, following a Public Hearing, unanimously <br />adopted a recommendation to rezone a "Nominal 40" west of Manning Avenue and south of Oak -Land Jr. <br />H.S. from the existing RR (Rural Residential) to AG (Agriculture). The recommendation is primarily <br />based on a finding that the AG zoning would be as responsive to the RAD Land Use designation of the site <br />as the current RR zoning. <br />Mogren Sod Farm leases this property for operations base/equipment storage and sod production. The <br />property owner (not Mogren) has co -applied for the rezoning, evidencing this concurrence with what <br />amounts to a down zoning. The purpose for the rezoning application is to provide Mogren flexibility as to <br />the number and area of accessory buildings on the old farmstead located on the property. Mogren intends <br />to demolish several existing dilapidated accessory structures and construct a new equipment storage <br />building of approximately 3,200 square feet. <br />M/S/P DeLapp/Armstrong — to adopt Ordinance No. 9749, rezoning 40 acres in Section 36 (west of <br />Manning Avenue, 1,500 feet North of I-94) from RR (Rural Residential) to AG (Agriculture) for Mogren <br />LAKE ELMO CITY COUNCIL MINUTES JULY 20, 1999 <br />
