Signa¢e: <br />Planner Dillerud made the Council aware that what appeared on the master sign plan is not necessarily the <br />way the signs will appear in coloration. <br />Dale Glowa: It is the intent of the developer to have franchise type signs. Project signs could be used to <br />introduce corporate colors and logo. Every tenant has to comply with the shape and size of signs. Signs <br />must be visible. Each company shows their colors. There are no neon lights. Black by day and white at <br />night. <br />Armstrong, DeLapp: NO pylon signs permitted. <br />Dunn, Sideow: Permit pylon sign. Dunn: Hopefully the pylon sign does not have to be used. Height only <br />for limited uses, colors. <br />DeLapp: Concern on residents seeing signs from Inwood Avenue. <br />Hunt: Favors pylon signs, integrally designed. May have corporate logo. <br />Shoreland Regulations: <br />Dunn: Concern with the DNR protected creek running through property. <br />Planner Dillerud: The main creek corridor is DNR protected. It is listed as a tributary stream in our zoning <br />code in shoreland regulations. Shoreland standards apply within 300'. Impervious surface coverage is <br />reduced form 75% to 35% on those sites that back up to the creek. Developer has to get a DNR permit to <br />alter the wetland. Developer has to design site to accommodate state -mandated legislation and carrot vary <br />them through the PUD Ordinance. <br />Traffic Signals on Hudson Blvd/Inwood Avenue: <br />Planner Dillerud explained the signal lights on a county road are paid half by the City and half by the <br />County. The developer will pick up the cost of the City's share. At Hudson Road and Inwood Avenue, <br />Washington County pays one-half, Oakdale one -quarter, and Lake Elmo one -quarter. Our one -quarter will <br />be paid by United. Dillerud will find out cost when he attends the meeting with MnDOT. <br />Cul-de-sac: <br />George Burkards, United Properties, stated that they would put a cul-de-sac on the preliminary plat with the <br />understanding that if they have a user for the entire site, there is no need for a cul-de-sac. Planner Dillerud <br />indicated it is the City's clear intent limit access points to Hudson Blvd. <br />Parks Commission Recommendation: <br />Planner Dillerud reported the Commission recommended no dedication for Stonegate Park to come out of <br />this project. The trail system shows the community trail going through this park and back east. The <br />Commission recommends the development plan show public trails to extend in some fashion over to the <br />East. The corridor of easements will be considered park dedication and constructions of trail will come off <br />park dedication fees -in -lieu. <br />M/S/P DeLapp/Siedow — to approve the recommendation of the Parks Commission for an 8' paved City <br />trail to come off park dedication fees -in -lieu. (Motion passed 5-0). <br />Street Design: <br />Tom Prow pointed out that resolution of street designs needs to be addressed between now and final plat. <br />This loop street is included on the State Aid System. <br />M/S/P DeLapp/Armstrong — to modify Condition No. 3 The public street extending southerly from <br />Hudson Road shall be added to the Preliminary Plat in Resolution No. 99-46. (Motion passed 5-0). <br />M/S/P DeLapp/Siedow — to adopt Resolution No. 99-46, A Resolution approving a Planned Unit <br />Development Stage Plan and Preliminary Plat for Eagle Point Business Park, as amended, incorporating <br />development standards of July 15, 1999 as modified and amended definitions by City Planner.
