LAKE ELMO CITY COUNCIL MINUTES <br /> APRIL 4, 2017 <br /> <br /> <br />Page 2 of 5 <br /> <br /> <br />Councilmember Fliflet, seconded by Councilmember Lundgren, moved TO APPROVE THE <br />CONSENT AGENDA AS PRESENTED. Motion passed 5 - 0. <br /> <br />ITEM 13: Prosecuting Attorney <br /> <br />Councilmember Bloyer, seconded by Councilmember Nelson, moved TO APPOINT <br />JOHNSON TURNER AS CITY ATTORNEY FOR PROSECUTION SERVICES <br />EFFECTIVE MAY 1, 2017. Motion passed 3 – 2. (Fliflet, Lundgren – nay) <br /> <br />Councilmember Fliflet stated she did not support the motion because Johnson Turner Attorney <br />Dave Snyder is Mayor Pearson’s first cousin. <br /> <br />ITEM 14: Inwood 5th Addition Final Plat and PUD Plans <br /> <br />City Planner Becker presented the request for approval of the 5th and final phase of the Inwood <br />development. Becker reviewed 10th Street right of way and trail issues, and plat changes <br />recommended by the City Engineer. Planning Commission and staff recommendations were also <br />reviewed. <br />John Rask, M/I Homes, spoke on behalf of the developer regarding removing the berm, loss of <br />landscaping and impacts to the neighborhood. Rask also pointed out discrepancies in the staff <br />report and requested changes to conditions 9 and 11. <br />Councilmember Nelson, seconded by Councilmember Fliflet, moved TO ADOPT <br />RESOLUTION 2017-029 (b) APPROVING THE INWOOD 5TH ADDITION FINAL PLAT <br />AND FINAL PUD PLANS AS RECOMMENDED BY STAFF. Motion passed 4 – 0 – 1. <br />(Bloyer – present/not voting) <br /> <br />ITEM 15: Savona Neighborhood Park <br /> <br />City Planner Becker presented the recommendations of the Park Commission for development of <br />Savona Park Phase 1. <br />Councilmember Bloyer, seconded by Councilmember Fliflet, moved TO APPROVE <br />FUNDING FOR PHASE 1 OF SAVONA PARK FOR THE INSTALLATION OF <br />RECOMMENDED PLAYGROUND EQUIPMENT, HALF BASKETBALL COURT, <br />BASKETBALL HOOP, WOOD MULCH SURFACING, AS WELL AS SITE GRADING, <br />NOT TO EXCEED $150,000. Motion passed 5 – 0. <br />ITEM 16: CSAH 13 (Ideal Avenue/Olson Lake Trail) – Approve Feasibility Report and Call <br />Public Improvement and Final Assessment Hearing <br />
