Motion passed 3 – 2. <br />(Bloyer, Nelson – nay) <br /> <br />Anne Smith, 12153 Marquess Lane N., spoke against the appointment of Wally Nelson to the <br />Finance Committee. <br /> <br />Mayor Pearson, seconded by Councilmember Bloyer, moved TO APPOINT WALLY NELSON <br />TO THE FINANCE COMMITTEE. Motion passed 3 – 2. (Fliflet, Lundgren – nay) <br /> <br />ITEM 17: 2017A Bonding <br />Tammy Omdahl, Northland Securities, provided an overview of the Finance Plan for Issuance of <br />$9,880,000 General Obligation Bonds. <br />Councilmember Lundgren, seconded by Councilmember Fliflet, moved TO APPROVE <br />RESOLUTION 2017-037: A RESOLUTION AUTHORIZING ISSUANCE AND SALE OF <br />$9,880,000 GENERAL OBLIGATION BONDS, SERIES 2017A. Motion passed 5 – 0. <br />ITEM 19: Planning Commission Ordinance <br />City Administrator Handt stated that the proposed Ordinance changes were prepared following <br />Council discussions at the March 14, 2017 workshop. <br />Councilmember Bloyer, seconded by Councilmember Nelson, moved TO APPROVE <br />ORDINANCE 08-172 AN ORDINANCE AMENDING THE LAKE ELMO CITY CODE OF <br />ORDINANCES BY AMENDING THE CITY’S PROVISIONS RELATED TO THE <br />PLANNING COMMISSION. <br />Councilmember Fliflet, seconded by Councilmember Lundgren, moved TO AMEND THE <br />PRIMARY MOTION TO ADD THAT THE 4/5THS LANGUAGE REMAIN IN THE <br />ORDINANCE. Motion failed 2 – 3. (Pearson, Bloyer, Nelson – nay) <br />Primary motion passed 3 – 2. (Fliflet, Lundgren – nay) <br />ITEM 20: Library Negotiations Update <br />Administrator Handt provided an update summarizing a draft Resolution provided to the City <br />Council. Handt added that the Library Board will hold a special meeting on May 3, 2017, 6:30 <br />p.m. to discuss the future of the Library and it is anticipated a recommendation will be forwarded <br />to the City Council for consideration at the May 16, 2017 Council meeting. <br />ITEM 18: Sally Manzara Nature Center
