LAKE ELMO CITY COUNCIL MINUTES <br /> May 16, 2017 <br /> <br /> <br />Page 3 of 6 <br /> <br />Phil Drier, 11040 12th Street N., stated it would be more cost effective to close the local library <br />and use the county system. <br /> <br />Paul Pallmeyer, 8989 Lake Jane Trail, encouraged support of the resolution to re-join the county <br />system. <br /> <br />Barbara Miller, 9240 55th Street North, spoke in favor of re-joining the Washington County <br />library system. <br /> <br />Susan Dunn, 11018 Upper 33rd St. N., reminded the Council that the County closed the Lake <br />Elmo branch in the past. <br /> <br />Councilmember Fliflet, seconded by Councilmember Bloyer, moved TO ADOPT <br />RESOLUTION 2017-049A REGARDING LIBRARY SERVICES IN THE CITY OF LAKE <br />ELMO. Motion passed 5 – 0. <br /> <br />ITEM 17: Wildflower PUD Amendment <br /> <br />Planning Director Wensman presented nine amendments proposed by Mr. Engstrom, reviewing <br />each individually. Mr. Engstrom provided additional detail on the requested amendments. <br /> <br />Councilmember Bloyer, seconded by Councilmember Nelson, moved TO DIRECTSTAFF TO <br />NEGOTIATE WITH MR. ENGSTROM FOR RESOLUTION TO ISSUES AND THE <br />HOMEOWNERS ASSOCIATION TAKING RESPONSIBILITY FOR SNOW PLOWING IN <br />THE ALLEYWAYS. Motion passed 3 – 2. (Fliflet, Lundgren – nay) <br /> <br />ITEM 18: Lions Park <br /> <br />Administrator Handt reviewed proposed plans for improvements to Lions Park and presented <br />options. <br /> <br />Susan Kane, 4372 Little Bluestem, spoke on behalf of Valley Friendship Club regarding their use <br />of the Arts Center. <br /> <br />Barry Weeks, 3647 Lake Elmo Ave. N., stated that the City should invest in Lions Park <br />improvements. <br /> <br />Kathy Weeks, 3647 Lake Emo Ave. N., requested that the Council spend as much as is <br />reasonable as an investment in Lions Park. <br /> <br />Dave Moore, 8680 Stillwater Boulevard, stated that there should be an overall plan for <br />improving the park. <br /> <br />Scott Zurn, 461 Harvest Green, Stillwater, spoke about safety concerns due to the playing <br />surface, lighting and standing water. <br /> <br />Aaron Runk, 9497 Lake Jane Rd., Lake Elmo Baseball Coach, stated that safety improvements <br />need to be made immediately to the infield and outfield.
