LAKE ELMO CITY COUNCIL MINUTES <br />MAY 2, 2017 <br />City Engineer Griffin presented an overview of the project for street, drainage and trail <br />improvements, noting that it is a Washington County proiect with a City contribution of $425 000 <br />Sanitary sewer improvements were also reviewed along with assessment amounts for each <br />property. <br />Councilmember Bloyer, seconded by Councilmember Nelson, moved TO OPEN THE PUBLIC <br />HEARING FOR THE IMPROVEMENT PROJECT. Motion passed 4 — 0. <br />No members of the public spoke at the public hearing. <br />Councilmember Bloyer, seconded by Mayor Pearson, moved TO CLOSE THE PUBLIC <br />HEARING. Motion passed 4 — 0. <br />Councilmember Bloyer, seconded by Mayor Pearson, moved TO OPEN THE PUBLIC <br />HEARING FOR THE PUBLICASSESSMENT. Motion passed 4 —0. <br />No members of the public spoke at the public hearing. <br />Councilmember Nelson, seconded by Mayor Pearson, moved TO CLOSE THE PUBLIC <br />HEARING. Motion passed 4 — 0. <br />Councilmember Bloyer, seconded by Councilmember Nelson, moved TO ADOPT <br />RESOL UTION 2017-042 ORDERING THE IMPROVEMENTS FOR CSAH 13 (IDEAL <br />AVENUEIOLSONLAKE TRAIL) IMPROVEMENTS. Motion passed 4— 0. <br />Councilmember Bloyer, seconded by Mayor Pearson, moved TO ADOPT RESOL UTION <br />20I7-043 ADOPTING THE FINAL ASSESSMENT ROLL FOR THE CSAH 13 (IDEAL <br />AVENUE/OLSONLAKE TRAIL) IMPROVEMENTS. Motion passed 4 — 0. <br />ITEM #5: 1-94 Lift Station and Sanitary Sewer Improvements — Accept Bids and Award <br />Contract <br />City Engineer Griffin reported on bids received and recommended awarding the contract to R.L. <br />Larson Excavating. <br />Councilmember Bloyer, seconded by Councilmember Nelson, moved TO APPROVE <br />RESOLUTION20I7-044 ACCEPTING BIDS AND AWARDINGA CONTRACT TO R.L. <br />LARSONEXCAVATING, INC., IN THE AMOUNT OF $809,129.70 FOR THE I-94 LIFT <br />STATION (NO. I) AND SANITARYSEWER IMPROVEMENTS. Motion passed 4-0. <br />ITEM #6: Royal Golf Preliminary Plat Discussion <br />City Planner Wensman reviewed elements of the proposed plat for the Royal Golf Club PUD and <br />reviewed PUD flexibility requested to deviate from current city requirements. Wensman noted <br />that the Planning Commission recommended approval of the preliminary plat with 37 conditions <br />and explained that the Council is not asked for approval at this time but staff and the developer <br />would appreciate Council input. <br />Page 2 of 5 <br />
