LAKE ELMO CITY COUNCIL MINUTES <br />SEPTEMBER 5, 2017 <br />Councilmember Bloyer, seconded by Councilmember Nelson, moved TO APPROVE THE <br />CONSENTAGENDA AS PRESENTED. Motion passed 5 - 0. <br />ITEM 13: Old Village Phase 4 Street & Utility Improvements — Accept Petition and <br />Authorize Preliminary Engineering Services <br />City Planner Griffin reviewed the Old Village CIP Phasing Plan and areas included in phase 4. <br />Griffin also reviewed details and challenges for street and utility improvements in phase 4 along <br />with the proposed project schedule. <br />Councilmember Nelson, seconded by Mayor Pearson, moved TO APPROVE RESOLUTION <br />NO. 2017-92, DECLARING ADEQUACY OF PETITION AND ORDERING PRELIMINARY <br />DESIGN AND PREPARA TION OF A FEASIBILITY REPOR T FOR THE OLD VILLAGE <br />PHASE 4 STREETAND UTILITYIMPROVEMENTS 17V THE NOT TO EXCEED <br />AMOUNT OF $26,400. Motion passed 5 — 0. <br />ITEM 14: Royal Golf PUD Final Plat <br />Planning Director Becker presented a review and analysis of the application for final plat and <br />PUD approval. Becker reviewed changes and issues resolved since approval of the preliminary <br />plat. Becker noted changes recommended by the City Attorney to conditions 9 and 28 and stated <br />that staff recommends approval of the application subject to the 28 recommended conditions. <br />Councilmember Nelson, seconded by Councilmember Lundgren, moved TO ADOPT <br />RESOL UTION 2 017-93 APPROVING THE ROYAL GOLF CLUB AT LAKE ELMO FINAL <br />PLAT AND PUD PLANS SUBJECT TO THE CONDITIONS AS RECOMMENDED BY <br />STAFFAND THE PLANNING COMMISSIONAND WITHANAMENDMENT TO <br />CONDITIONS 9 AND 28 AS RECOMMENDED BY THE CITY ATTORNEYAND <br />AMENDMENT TO CONDITION 12 TO ALLOW FOR PARKLAND DEDICATION FEE TO <br />BE PAID INLIEU OF SOME TREE REPLACEMENT. Motion passed 5— 0. <br />ITEM 15: Village Park Preserve Final Plat <br />Planning Director Becker reviewed changes to the preliminary plat and parkland dedication and <br />summarized comments from the Planning Commission, Engineering, Washington County and <br />Metropolitan Airports Commission. <br />Paul Hoyer, Pulte Homes, addressed questions regarding trails, indicating that the developer <br />would install the trail from the stubbed road easterly to the dedicated park land. <br />Mayor Pearson, seconded by Councilmember Lundgren, moved TO ADOPT RESOLUTION <br />2017-089, APPROVING THE VILLAGE PARKPRESERVE FINAL PLAT WITH THE 24 <br />CONDITIONS OF APPROVAL AS RECOMMENDED BY STAFF AND THE PLANNING <br />COMMISSION.
