LAKE ELMO CITY COUNCIL MINUTES <br />SEPTEMBER 5, 2017 <br />ITEM 10: Approve Rieht of Wav Ordinance Update <br />City Attorney Sonsalla explained amendments made to the state statute by the legislature that <br />necessitate updates to the City's ordinance. <br />Councilmember Bloyer, seconded by Mayor Pearson, moved TO ADOPT ORDINANCE 08- <br />185 AMENDING CHAPTER 94: RIGHT OF WAY MANAGEMENT PERMITS TO <br />INCLUDE PROVISIONS AND STANDARDS FOR SMALL WIRELESS FACILITIES, <br />ORDINANCE 08-186 AMENDING THE CITY'S FEE SCHEDULE TO INCLUDE A <br />SMALL WIRELESS FACILITY PERMIT FEE, AND RESOLUTION 2017-090 <br />APPROVING SUMMARYPUBLICATION OF ORDINANCE 08-185 AND 08-186. Motion <br />passed 4 — 0 - 1. (Lundgren — abstain) <br />ITEM 11: Approve Hammes Park Amenities <br />City Administrator Handt briefly reviewed the proposed park amenities and noted that they are <br />consistent with the amenities at Pebble Park as desired by the Parks Commission. <br />Councilmember Bloyer, seconded by Councilmember Lundgren, moved TO APPROVE <br />PROPOSED IMPROVEMENTS TO THE PARK WITHIN HAMMES ESTATES <br />(LAKERIDGE CROSSING). Motion passed 5 — 0. <br />ITEM 12: Approve Conditional Job Offer to Part Time Firefighter Applicants Nate <br />Wagner and Kvle Jacket <br />Discussion held concerning the total number of applicants and the interview process <br />Councilmember Bloyer, seconded by Councilmember Nelson, moved TOAPPROVE A <br />CONDITIONAL JOB OFFER TO NATE WAGNER AND KYLE JACKET, TO ALLOW <br />THEM TO CONTINUE WITH AND COMPLETE THE ADDITIONAL REQUIREMENTS <br />OF THE HIRING PROCESS. 1) BACKGROUND CHECK, 2) ABILITY TEST, 3) PRE - <br />PLACEMENT PHYSICAL AND 4) PSITYCHOLOGICAL EVALUATION. Motion passed 4 <br />—1. (Fliflet — nay) <br />Councilmember Fliflet stated she did not support the cost of physicals and testing if the new <br />hires currently work in other communities. <br />COUNCIL REPORTS <br />Mayor Pearson: Recognized the contributions of recently resigned Parks Commission Chair <br />Shane Weis. Attended Open for Business meeting and comp plan meetings. Noted that <br />Councilmember Bloyer went to Texas with food and water to assist with relief efforts. <br />Councilmember Nelson: Attended the Old Village ribbon cutting, addressed citizen comments <br />and announced upcoming ground breaking for the Sally Manzara Nature Center. <br />Councilmember Lundgren: Thanked Shane Weis, attended comp plan meetings and thanked <br />farmers market volunteers. <br />Councilmember Bloyer: Fielded comp plan comments, attended Open for Business event. <br />Thanked Chief Malmquist and Brian Johnson for help with the Tri Lakes event. <br />Page 4 of 5 <br />
