LAKE ELMO CITY COUNCIL MINUTES <br />NOVEMBER 7, 2017 <br />Councilmember Lundgren, seconded by Councilmember Fliflet, moved TO APPROVE <br />RESOLUTIONNO. 2017-125, RECEIVING THE FEASIBILITYREPORTAND CALLING <br />A PUBLICHEARING FOR THE 2018 STREET IMPROVEMENTS. Motion passed 4 — 0. <br />ITEM 18: 2018 Health Insurance Plan and Rates <br />Councilmember Nelson, seconded by Mayor Pearson, moved TO ADOPT RESOL UTION <br />2017-122. Motion failed 2-1-1. (Fliflet - nay; Lundgren — abstain) <br />Councilmembers Fliflet and Lundgren stated that staff members have expressed concern to them <br />regarding the plan and increased cost to the employees. <br />Councilmember Fliflet, seconded by Councilmember Lundgren, moved TO BRING THE <br />CURRENT ITEM TO A SPECIAL MEETING PRIOR TO THE NOVEMBER 14TH <br />COUNCIL WORKSHOP Motion failed 2 — 2. (Pearson, Nelson- nay) <br />ITEM 19: Easton Village 2°d and 3`d Addition Development Agreement Amendment <br />Request <br />City Planner Becker presented the request from Chase Development for amendments to the <br />Easton Village 2nd and Yd Addition Development Agreements to all issuance of building permits <br />prior to the installation of sidewalks. <br />Councilmember Nelson, seconded by Councilmember Lundgren, MOVED TO ADOPT <br />RESOLUTIONNO 2017-126 AND 2 017-12 7 DENYING THE REQUESTS TO AMEND <br />EASTON VILLAGE 2ND AND 3RD ADDITION DEVELOPMENT AGREEMENTS TO <br />ALLO W B UILDING PERMITS TO BE RELEASED PRIOR TO INSTALLATION OF <br />SIDEWALKS. Motion passed 3 —1. (Pearson — nay) <br />COUNCIL REPORTS <br />Mayor Pearson: Held conversations with residents and Washington County regarding joint <br />projects. Attended the Library Board meeting and addressed the parking lot issue. Attended LMC <br />insurance board meeting, Fields of St. Croix 2 HOA meeting and IEMC training. Thanked <br />individuals for donating their labor for the improvements at Lions Park. <br />Councilmember Nelson: Attended 3 day IEMC training, fielded calls and emails from residents. <br />Councilmember Lundgren: Attended the Planning Commission workshop and Comp Plan <br />Advisory Board meeting. <br />Councilmember Fliflet: Spoke with residents upset about the denial of the application for the <br />Schiltgen property. <br />Page 4 of 5 <br />
