Approve Driveway Ordinance and Fee Schedule Amendments — Ordinance 08-206; <br />Ordinance 08-207; Resolution 2018-039 <br />Councilmember Bloyer, seconded by Councilmember Nelson, moved TO APPROVE THE <br />CONSENTAGENDAASPRESENTED. Motion passed 4 - 0. <br />ITEM 16: Mountain Biking Proposal at Reid Park with SASCA <br />City Planner Prchal reviewed the history of discussions regarding the creation of mountain <br />biking trails in Reid Park and action taken by the Parks Commission. Matt Lehmann, SASCA <br />board member, provided information on frequency of practices and additional detail on trail <br />location. Discussion was also held regarding concerns presented by a resident of Easton Village <br />regarding the proximity of the trail to his property. <br />Councilmember Bloyer, seconded by Councilmember Nelson, moved TO ADOPT <br />RESOLUTION 2 018-03 6 APPROVING THE DESIGN AND CONSTRUCTION OF <br />MOUNTAIN BIKE TRAILS WITHINKEID PARK. Motion passed 4 — 0. <br />ITEM 17: CSAH 17 (Lake Elmo Ave) Phase 3 Improvements <br />Kevin Peterson, Washington County Public Works, presented information demonstrating the <br />need for a pavement project on Lake Elmo Avenue from 1-94 to approximately 20a' Street. Mr. <br />Peterson also reviewed the proposed project schedule, project agreements, projected costs and <br />cost sharing. <br />Councilmember Nelson, seconded by Councilmember Bloyer, moved TO ADOPT <br />RESOLUTION2018-035 SUPPORTING WASHINGTON COUNTY'S RECOMMENDED <br />LAYOUT FOR THE LAKE ELMO AVENUE PHASE 3 PAVEMENT AND DRAINAGE <br />IMPROVEMENTS, FROMI-94 TO 300 FEET SOUTH OF 30TH STREET NORTH. <br />Page 2 of 4 <br />
