Approve Master Service Agreement for Planning Services <br />Councilmember Bloyer, seconded by Mayor Pearson, moved TO APPROVE THE CONSENT <br />AGENDA AS PRESENTED. Motion passed 5 - 0. <br />ITEM 16: Reconsideration of Tablyn Park Improvements: <br />Mayor Pearson, seconded by Councilmember Bloyer, moved TO RECONSIDER THE <br />TABLYNPARKIMPROVEMENTS AGENDA ITEM. Motion passed 4 —1. (Fliflet — nay) <br />Public Works Director Weldon discussed the feasibility of the proposed parking area. <br />Dave Moore, 8680 Stillwater Blvd., commented on the proposed parking area and difficulties <br />presented at the site and the adequacy of winter parking at the park. <br />Mayor Pearson, seconded by Councilmember Nelson, moved TO INSTALL A SPLIT RAIL <br />FENCE AT TABLYN PARKAS RECOMMEND BY THE PARKS COMMISSION. Motion <br />failed 0-5. (all opposed) <br />ITEM 17; Environmental Performance — Tree Preservation Ordinance <br />City Planner Prehal reviewed updates to the proposed ordinance prepared as a result of <br />discussion at the September 1 la` City Council Workshop. <br />Councilmember Bloyer, seconded by Councilmember Nelson, moved TO ADOPT <br />ORDINANCE 08-220 AMENDING LANGUAGE TO THE ENVIRONMENTAL <br />PERFORMANCE CHAPTER. <br />Mayor Pearson, seconded by Councilmember Bloyer, moved TO AMEND THE PRIMARY <br />MOTIONBYADDING "WITH THE EXCEPTION OF THE VMX AREA"TO BEGINNING <br />OFSECTIONE.1.
