LAKE ELMO CTTY COUNCIL MINUTES <br />NOVEMBER 20, 2018 <br />ITEM 14: 2019 Streets — Improvement Hearing, Authorize Plans and Specifications <br />City Engineer Griffin presented proposed street improvements to be completed in 2019 and <br />reviewed water system options. <br />Councilmember Lundgren, seconded by Mayor Pearson, moved TO OPEN THE PUBLIC <br />HEARING. Motion passed 4 — 0. <br />Ray Stregge, 8808 36th Street N., commented on the 36u' and 37`11 Street portions of the project <br />and reviewed his written comments that were included in the meeting packet. <br />Gordon Johnson, 8804 37th Street N., commented on drainage and minimal use of the current <br />road. <br />Geraldine Breheim, 8415 38u' Street N., stated that funds from the 3M settlement should be used <br />toward the proposed water main in the project. <br />Gary Wright, 8225 39th Street N., objected to the cost and design of the proposed road. <br />Ryan Schmidt, 8268 39 h Street N., commented on the costs for connecting to city water and <br />asked to leave the road as is. <br />Alfred Schmitt, 8173 39th Street N., commented on water coming from the 3M dump. <br />Richard Quinn, 8929 36" Street N., stated that the current road is adequate. <br />Dan Van Ampting, 8367 39th Street N., stated he prefers to keep his private well. <br />Zack Diesslin, 8030 38 h Street N., commented on road material and stated that he prefers the <br />existing rural road. <br />Taylor Smith, 8390 39t" Street N., stated he does not see the cost benefit in the proposed project. <br />Councilmember Fliflet, seconded by Councilmember Nelson, moved TO CLOSE THE <br />PUBLICHEARING. Motion passed 4 — 0. <br />Mayor Pearson, seconded by Councilmember Nelson, moved TO ADOPT RESOLUTIONNO, <br />2018-131 ORDERING THE PREPARATION OF PLANS AND SPECIF,[CATIONS FOR <br />THE 2019 STREETAND UTILITY IMPROVEMENTS. <br />Councilmember Fliflet, seconded by Councilmember Lundgren, moved TO AMEND THE <br />PRIMARY MOTION BYADDING THAT NO WATER MAINBE INCLUDED IN THE 38TH <br />AND 39THSTREET NEIGHBORHOOD AND A RURAL ROAD PLAN WOULD BE USED <br />THAT DOES NOT INCLUDE CURB AND GUTTER WHEREVER POSSIBLE.
