LAKE ELMO CITY COUNCIL MINUTES <br />JANUARY 15, 2019 <br />Councilmember Nelson, seconded by Councilmember Dorschner, moved TO APPROVE THE <br />CONSENTAGENDA AS PRESENTED. Motion passed 4 - 0. <br />ITEM 11: Sunfish Ponds Sanitary Sewer Extension -Accept Petition and Defer Preparation <br />of a Feasibility Report <br />City Administrator Handt provided background information and an update on the current issues <br />in the Sunfish Ponds neighborhood related to individual private septic systems. <br />Mike Bidon, 4146 Kirkwood Lane, commented on the septic system at his property <br />Richard Mathis, 4265 Kirkwood Lane, commented on private septic systems on association <br />property. <br />Matt Hie, 4220 Kirkwood Lane, commented on the new septic system installed for his property. <br />Matt Howe, 4092 Kirkwood Lane, stated that he is opposed to the installation of a mound system <br />that would be visible from the front of his house. <br />Acting Mayor Bloyer, seconded by Councilmember Nelson, moved TO DIRECT STAFF TO <br />BRINGA RESOLUTION FOR COUNCIL APPROVAL DEEMING THE PETITIONNOT <br />SUFFICIENT. Motion passed 4 — 0. <br />Acting Mayor Bloyer, seconded by Councilmember Nelson, moved TO DIRECT THE CITY <br />ENGINEER TO CONDUCT A HIGH LEVEL ANALYSIS FOR SEWER EXTENSION TO <br />THE SUNFISHPONDS NEIGHBORHOOD ATA COST NOT TO EXCEED $1,000. <br />Motion passed 4 — 0. <br />ITEM 12: PUD Update <br />City Planner Richards reviewed proposed changes to the PUD Ordinance and discussed Planning <br />Commission recommendations. <br />Acting Mayor Bloyer, seconded by Councilmember Nelson, moved TO ADOPT ORDINANCE <br />08-220 MAKING AMENDMENTS TO THE CITY'S PLANNED UNIT DEVELOPMENT <br />ORDINANCE. <br />Acting Mayor Bloyer, seconded by Councilmember McGinn, moved TO AMEND THE <br />PRIMAR Y MO TION TO STRIKE LANGUAGE RELATED TO RAD ON MITIGA TION <br />SYSTEMS IN TABLE 16. Motion passed 4 — 0. <br />Acting Mayor Bloyer, seconded by Councilmember McGinn, moved TO STRIKE LANGUAGE <br />RELATED TO AFFORDABLE HOUSING. Motion failed 2 — 2.
