LAKE ELMO CITY COUNCIL MINUTES <br />JULY 16, 2019 <br />Councilmember Bloyer, seconded by Mayor Pearson, moved TO APPROVE THE CONSENT <br />AGENDA AS PRESENTED. Motion passed 5 -0. <br />ITEM 13: Promotion of 2 Probationary POC Firefighters to Firefighter Status <br />Mayor Pearson, seconded by Councilmember Nelson, moved TO PROMOTE <br />PROBATIONARYPOC FIREFIGHTERS, DOUG LOVETTAND MIKE SCHWARZ TO <br />FIREFIGHTER STATUS. Motion passed 5 — 0. <br />ITEM 14: Move 3 Probationary PT Firefighters from Probation Status <br />Mayor Pearson, seconded by Councilmember Nelson, moved TO ACKNOWLEDGE THE <br />COMPLETION OFPROBATIONBY THREE PART TIME FIREFIGHTERSAND INVITE <br />THEM TO TAKE THE FIREFIGHTER OATH. Motion passed 5 — 0. <br />Chief Malmquist administered the Firefighter Oath to Part Time Firefighters Nate Wagner, Brian <br />Talcott and Katie Hawke. <br />ITEM 15: Pebble Park Improvements <br />Public Works Director Powers presented an overview of proposed improvements to security <br />lighting at Pebble Park. <br />Councilmember Dorschner, seconded by Councilmember Bloyer, moved TO APPROVEAND <br />CONTRACT KILMER ELECTRIC FOR PEBBLE PARK SECURITY LIGHTING <br />IMPROVEMENTS INANAMOUNT NOT TO EXCEED $15,000. Motion passed 5-0. <br />ITEM 16: PUD Concept Plan Approval — 39" Street North Senior Rental Housing <br />Planning Director Roberts presented an overview of the concept plan for development of senior <br />rental housing on 39`" Street North. Matt Frisbee spoke on behalf of the applicant, addressing <br />concerns regarding a buffer of trees on the north side of the property, layout of the buildings on <br />the site, parking and fire sprinklers. <br />Councilmember Bloyer, seconded by Councilmember McGinn, moved TO ADOPT <br />RESOL UTION 2019 -052 APPROVING THE PUD CONCEPT PLANAS REQUESTED BY <br />MATT FRISBEE (A YERS ASSOCL4 TES) FOR PID# 13.029.21.2Z0013 FOR THE <br />PROJECT TO BE KNOWNAS THE 39TH STREET SENIOR LIVING LOCATED ON THE <br />NORTH SIDE OF 39TH STREET NORTH, EAST OFARBOR GLEN, SUBJECT TO <br />RECOMMENDED CONDITIONS OFAPPROVAL.
