1. Landscape plans shall adhere to all requirements of Section <br />154.258 of the Zoning Code and shall include the City's <br />Landscape Standard Notes. <br />2. hTigation plans shall be submitted and be in compliance with Lake <br />Elmo General hTigation Standards. <br />x1. If the development is an Open Space Preservation development, <br />architectural and performance standards shall be submitted. If applicable, <br />developments within the I-94 conidor and Old Village shall submit <br />architectural rende1ings in order to ensure compliance with City of Lake <br />Elmo Design Guidelines & Standards. <br />xn. fl-01 Any environmental review, such as an Environmental Assessment <br />Worksheet, as required by State Statutes. If an enviromnental review is <br />required, the Preliminary Plat application cannot proceed until the review <br />or study is complete; <br />p. Other information. Other infonnation shall be provided as may be reasonably <br />requested by the City staff, Planning Commission, or Council. <br />(B) Preliminary Major Subdivision Review. <br />(1) Review by staff and other commissions or jurisdictions. The City shall refer copies of <br />the preliminary plat to the City Engineer, Planner, and Attorney, the Park <br />Commission, and the appropriate county, state, or other public agencies, including but <br />not limited the Minnesota Depai1ment of Transpo11ation and/or Washington County if <br />the application abuts a county road or highway or county state-aid highway, and/or <br />the Department of Natural Resources (DNR) if the application is within a Shoreland <br />Overlay Dishict and/or Floodplain Management Distiict, for their review and <br />comment. The Zoning Administrator shall instruct the approp1iate staff persons to <br />prepare technical rep011s where appropriate, and to provide general assistance in <br />preparing a recommendation on the action to the Planning Commission and Council. <br />(2) Comment must be received within 30 days or it will be assumed there are no <br />objections. <br />(C) Public Hearing Set. Upon receipt of a complete application, the Zoning Administi·ator shall <br />set a public hearing following proper hearing notification. The Planning Commission <br />shall conduct the hearing and report its findings and recommendations to the Council. The <br />Administrator shall give notice of the hearing. The notice shall consist of a property <br />desc1iption and a desc1iption of the request. The notice shall be published in the official <br />newspaper at least 10 days p1ior to the date of the hearing and written notification of the <br />hearing shall be mailed at least 10 days prior to all owners ofland within 350 feet of the <br />boundary of the prope11y in question. The Planning Commission, at its discretion, may <br />direct that notification be sent to property owners at distances of greater than 350 <br />feet. The failure of any property owner to receive notice shall not invalidate the <br />proceedings set forth in this Chapter. <br />16
