The Council shall decide whether to approve or deny the request for a <br />vaii ance or an appeal no later than 60 days after the filing of the application. <br />(F) Written findings and order. The Council shall make w1itten finding of fact and order in <br />granting or denying any application for a vai·iance or appeal. In granting any variance or making <br />any order related to a variance or appeal, the Council shall impose any condition it considers <br />necessary to protect the public health, safety, or welfare. <br />(G) Not(fication of decision. The Administrator shall notify the applicant of the Council's <br />decision in writing. <br />(1997 Code,§ 400.12) (Am. Ord. 08-205, passed 4-3-2018) <br />§ 153.13 PLANNED UNIT DEVELOPMENTS (P.U.D.). <br />(A) Upon receiving a report from the Planning Commission, the Council may grant exceptions <br />from the provisions of these regulations in the case of a Planned Unit Development, provided <br />that the Council finds that the proposed development is fully consistent with the purpose and <br />intent of these regulations and in compliance with the Planned Unit Development objectives as <br />identified in Article XVII of the zoning code. <br />(B) This provision is intended to provide the necessary flexibility for new land planning and <br />land development trends and techniques. <br />(1997 Code, § 400.13) (Am. Ord. 08-205, passed 4-3- <br />2018) <br />§ 153.14 ENGINEERING_DESIGN STANDARDS; REQUIRED IMPROVEMENTS. <br />Submittals must meet plan sheet format requirements set fmih by the City of Lake Elmo <br />Engineering Design Standards. <br />(A) Blocks. <br />( 1) In general, intersecting streets, detennining block lengths, shall be provided at the <br />intervals as to serve cross traffic adequately and to meet existing streets. Where no existing plats <br />control the blocks in residential subdivisions, blocks shall not be less than 600 feet nor more than <br />1,800 feet in length, except where topography or other conditions justify a departure from this <br />maximum. In blocks longer than 900 feet, pedestrian ways and/or easements through the block <br />may be required near the center of the block. Blocks for business or industrial use may vary <br />from the elements of design contained in this section if the nature of the use requires other <br />treatment. <br />(2) The width of the block sh all nonnally be sufficient to allow 2 tiers of lots of appropriate <br />depth. Blocks intended for business or industrial use shall be of the width as to be considered <br />most suitable for their respective use, including adequate space for off-street parking and <br />deliveries. <br />24
