Adjourn primed on recycled paper City Council Date:April 14, 2009 WORKSHOP Item: INFORMATION ITEM: Receive an informational update on the Local Surface Water Management, Transportation, and Water System Comprehensive Plans SUBMITTED BY: Jack Griffin, City Engineer REVIEWED BY: Ryan Stempski,Assistant City Engineer Craig Dawson, Interim City Administrator SUMMARY AND ACTION REQUESTED: The City Council is being presented an informational update on the Comprehensive Plans for Local Surface Water Management, Transportation, and Water System. Staff will present the status of the DRAFT plans and provide the schedule by which the plans need to be completed. No further action from the council is requested at this time. BACKGROUND: As required by the Metropolitan Land Planning Act, local governmental units must have prepared a comprehensive plan to be reviewed and approved by the Metropolitan Council within three years following the receipt of the metropolitan system statement. The official issue date of the City of Lake Elmo's system statement was September 12, 2005. An extension was given to the City of Lake Elmo to May 29, 2009. LOCAL SURFACE WATER MANAGEMENT PLAN: The Draft Comprehensive Surface Water Management Plan was presented at the March 10, 2009, City Council Workshop. Sheri Buss, TKDA, presented an overview of the draft plan which included the Goals and Policies, Assessment of Problems and Actions, and Implementation. Please see the attached memorandum for the comments that have been addressed in the plan. TRANSPORTATION PLAN: The Draft Comprehensive Transportation Plan was presented at the March 10, 2009, City Council Workshop. Bryant Fice.k, TKDA, presented a general overview of the components of the plan including Goals and Policies, Functional Classification of Roads, and a brief summary of the Roadway, Trail, Transit, Rail and Aviation Facilities. Since the meeting the modeling has been completed and comments from the council have been addressed. Please see the attached memorandum for the comments that have been addressed in the plan. WATER SYSTEM PLAN: The Council received an update on October 7, 2008, on the Comprehensive Water Plan. This presentation provided information on what a comprehensive water plan is, and gave a brief history of the existing system and recent planning efforts undertaken. The DRAFT Water System Plan meets the needs of the current and future water demands as defined by the City of Lake Elmo. The plan ensures that safe drinking water is supplied to the public. Proj.No.: 14287.000 Date: April 9, 2009 Routing: TKDA staff presented the Draft Local Surface Water Management Plan(LSWMP) to the City Council at a Workshop on March 10, 2009. The Council provided several comments on the plan content. We have completed the following changes to the plan,based on the Council's comments: • Deleted the Population Trends chart and info on expected growth through 2010, and referenced only the population and household estimates for 2030 in the text • Removed developed areas from Figure 13 • Added the MPCA to the list of cooperators for groundwater protection under Goal 1 • Changed the word"encourage"to "require" subdivision design that preserves natural drainage systems under Goal 5 i Added a goal to control the spread of exotic species under Goal 5 • Noted that the City will continue to enforce requirements for volume control under the discussion of Wilmes Lake flooding issues City staff are currently analyzing the City's"I%Rule" (Chapter 153.07 Subpart 11 of the City Code)to determine whether this standard provides a higher degree of protection than the current Watershed Districts' rules. Based on the findings of the analysis, the higher standard will be adopted in the LSWMP Next Steps The corrected Draft LSWMP was mailed to the Metropolitan Council and local Watershed Districts for review. The City received a letter from the Metro Council indicating that the plan"is consistent with the eouncil's Water Resource Management Policy Plan"and requires no changes from the Council's perspective. Comment letters from the Watershed Districts are expected soon. The Draft LSWMP will be presented to the City's Planning Commission and a Public Hearing will be held on April 22, 2009. The Final LSWMP will be presented at a City Council Meeting(s) in May, 2009 for distribution. City of Lake Elmo, Minnesota From: Bryant Ficek, P.E.,P.T.O.E. Proj.No.: 14288.000 Date: April 9,2009 Routing: . TKDA staff presented information on the Draft Transportation Plan to the City Council at a Workshop on March 10, 2009. The Council was presented a broad overview of the Transportation Plan including an outline of and discussion of the topics within the plan. Following the presentation,the Council discussed the Transportation Plan and provided comments for moving forward, including: • Other routes could be considered for jurisdictional transfer besides the already planned corridor of Demontreville Trail, such as Lake Elmo Avenue. The Transportation Plan should include reference to "preserving the rural character" of this corridor and others which would allow the City to investigate transfer in the future. • Include the base assumptions for any traffic projections, such as whether the new Stillwater Bridge is considered. • An alternative 2030 scenario should include safe entrance and exit to TH 36 with no backtracking. Also consider measures to calm traffic on TH 5. • There is likely expansion of rail service on the UP line in the future. • Existing average aircraft operations is a projection from MAC and not reflective of actual operations at the Lake Elmo Airport. • Work with Metro Transit regarding the potential expansion of service along the 1-94 corridor. • The goals and policies from the previous plan are still acceptable at this point, although the Council has time to review them in-depth. , • The goals from the CSAH 17 and TH 36 Intersection Project are also applicable and could be included in this plan. Public comments at this same meeting included adding green principles into the plan and considering proper aesthetics to reflect the Village Area. Next Steps These specific comments and other general information from the overall discussion were input into the Draft Transportation Plan. The Plan is ready for review and comment_ Findings and recommendations will be presented at the City's Planning Commission and Public Hearing on April 13, 2009. This information will also be presented to the City Council on April 14, 2009 for their review and comment. Following these meetings, appropriate comments will be incorporated. The Draft Plan will then be distributed to Washington County and the Metropolitan Council for their review. Assuming Council authorization on April 14, the Draft Plan would likely be distributed latex that week. The Final Transportation Plan will be presented at a City Council Meeting(s) in May,2009 for distribution.
