Findings and Recommendations

SUMMARY AND ACTION REQUESTED: The city council is respectfully requested to
receive a presentation on the preliminary findings and recommendations for the State Highway 5
Road Safety Audit. Mr. Howard Preston, CH2MHill (MnDOT’s Project Manager) and Mr.
Adam Josephson, MnDOT East Area Manager will make the presentation.
STAFF REPORT:
To address the ongoing traffic safety and speed concerns along State Highway 5 in Downtown
Lake Elmo, MnDOT provided funding to conduct a Road Safety Audit (RSA) along the highway
corridor in the city. Mr. Howard Preston, CH2MHill was retained by MnDOT to lead the RSA
team. On November 20, 2012 MnDOT presented the scope of the proposed audit work to the
City Council. On December 17, 2012 the RSA Team conducted a stakeholders meeting at Lake
Elmo city hall to receive user input regarding the traffic safety issues and concerns. In addition,
the Team performed a field audit along the corridor to observe the traffic flow and movements
throughout the various peak traffic times.
A Road Safety Audit (RSA) is a formal safety performance examination of a roadway or
intersection by an independent, multidisciplinary team. It qualitatively estimates and reports on
potential road safety issues and identifies opportunities for improvements in safety for all road
users.
RECOMMENDATION: Staff is recommending that the city council receive the presentation
and provide feedback as requested by MnDOT. No formal action is being requested of the
council.
