MAYOR AND COUNCIL COMMUNICATION
DATE: 3/19/2013
PROCLAMATION
ITEM #: 2
AGENDA ITEM: Approval of 2013 Arbor Day Proclamation
SUBMITTED BY: Nick Johnson, City Planner
THROUGH: Dean A. Zuleger, City Administrator
REVIEWED BY: Adam Bell, City Clerk
SUMMARY AND ACTION REQUESTED: As a participant in the Tree City USA Program,
the City of Lake Elmo is required to make a public Proclamation to designate Arbor Day, as well
as host an official observance. As part of the proclamation, the City shall designate an official
Arbor Day in the community, as well as an Arbor Month. The City of Lake Elmo is in its 10th
year of participation in the Tree City USA Program.
BACKGROUND INFORMATION: The City of Lake Elmo has authority to make public
proclamations, when appropriate and consistent with applicable City policy, state statutes and
federal law. Traditionally, the City has made an annual Proclamation in observance of Arbor
Day. In addition, the City has been involved in several tree planting events in years prior, which
have served as the City’s official observance of Arbor Day.
STAFF REPORT: City staff has prepared and reviewed the attached Proclamation. All appears
to be in order and consistent with policies and past Council action. Based upon past practice, the
City should designate the last Friday in April, April 26th, as Arbor Day in Lake Elmo, as well as
designate the month of May as Arbor Month.
STAFF RECCOMENDATION: It is suggested that Mayor Pearson read the attached
Proclamation.
